Seneca Man Accused of Raping Young Girl

police sirenSENECA, Pa. (EYT) — A Seneca man is facing child sexual assault charges after an investigation by Franklin-based State Police.

According to court document, on Monday, June 19, Franklin-based State Police filed criminal charges in District Judge Patrick Lowrey’s office against 59-year-old Edmund Lee Proper, of Seneca.

Proper faces the following charges:

  • Aggravated Indecent Assault of a Child, Felony 1
  • Aggravated Indecent Assault – Complainant Less Than 13 Years Old, Felony 2
  • Aggravated Indecent Assault – Complainant Less Than 16 Years Old, Felony 2
  • Indecent Assault, Person Less Than 13 Years Old, Felony 3
  • Corruption of Minors, Misdemeanor 1

According to a criminal complaint, Proper is accused of sexually abusing a young girl between December 31, 2007 and November 1, 2016.

The complaint states that during an interview at PSP Franklin barracks, the victim said that when she was seven years old, Proper entered her bedroom and got into bed with the victim and touched her….The victim stated that Proper sexually abused her between the ages of seven and 12.

Proper allegedly threatened the victim, stating that he would “hurt her sister and her animals if she ever told anyone about his sexual conduct,” the complaint continues.

A date has not yet been scheduled for Proper’s preliminary hearing.
