Seneca Man Accused of Repeatedly Hitting Victim with Garbage Can; Arrested for DUI After Returning to Scene

Cranberry Twp., Pa. (EYT) — A Seneca man is facing DUI, harassment, and other related charges stemming from an incident on Sunday along Country Lane in Cranberry Township, Venango County.

According to Franklin-based State Police, Brian Ruhlman, 61, of Seneca, is accused of repeatedly hitting a known individual with a garbage can on the foot and leg causing a visible red mark on the victim’s foot.

Ruhlman left the residence in his vehicle and later returned. When Ruhlman exited his vehicle, police were on scene and detected that he may have been under the influence of alcohol.

After he was administered a Preliminary Breath Test (PBT), Ruhlman was taken into custody.

The following charges were filed against Ruhlman at Magisterial District Judge Patrick E. Lowrey’s office:

  • DUI: Gen Imp/Inc of Driving Safely — 1st Offense, Misdemeanor
  • DUI: Highest Rte of Alc (BAC .16+) 1st Offense, Misdemeanor
  • DUI: Controlled Substance — Schedule 1 — 1st Offense, Misdemeanor
  • DUI: Controlled Substance — Combination Alcohol/Drugs — 1st Offense, Misdemeanor
  • Harassment — Subject Other to Physical Contact, Summary
  • Driving Unregistered Vehicle, Summary
  • Driving While BAC .02 or Greater While License Suspended, Summary
  • Operating Vehicle without Required Financial Responsibility, Summary
  • Careless Driving, Summary

Ruhlman is awaiting preliminary arraignment.
