Seneca Man Faces Theft by Deception Charges After Writing Checks from Closed Account

BEAVER TWP., Pa. (EYT) – A Seneca man is facing theft by deception and related charges after writing checks to a local business from a closed account.

According to court documents, the following criminal charges were filed against 47-year-old Scott Donald Vogan, of Seneca, on July 29:

– Theft By Deception-False Impression, Misdemeanor 1
– Bad Checks #0560,#0561,#0562,#0565,#0566,#0567, Misdemeanor 1

According to a criminal complaint filed by Detective Wright, of Clarion County Detectives, on July 16, a known Beaver Township, Clarion County business filed six private criminal complaints against Scott Vogan in the office of Magisterial District Judge Amy Long Turk.

On July 24, Detective Wright, of the Clarion County District Attorney’s Office, obtained copies of the checks as follows:

  • April 20, 2019 – Check number 0560 in the amount of $50.00;
  • April 20, 2019 – Check number 0561 in the amount of $50.00;
  • April 20, 2019 – Check number 0562 in the amount of $100.00;
  • April 24, 2019 – Check number 0565 in the amount of $103.00;
  • April 24, 2019 – Check number 0566 in the amount of $103.00; and
  • April 25, 2019 – Check number 0567 in the amount of $103.00.

According to the complaint, all checks were written from a known closed account.

Vogan produced his PA identification on all transactions.

The known business attempted to contact Vogan via certified mail but was notified of a 10-day refusal on May 3, 2019, the complaint states.

The known business is seeking restitution in the amount of $809.00, which includes the face amount of the checks and $50.00 per check for surcharge fees, the complaint indicates.

In a similar case, charges were also filed against Vogan on July 17 stemming from an incident that occurred on April 19 in Knox Borough.

According to the criminal complaint filed by Detective Wright, on July 3, he obtained a copy of a private criminal complaint which named Scott Vogan as the defendant.

The complaint indicates that Vogan presented Check number 0558 from a known closed bank account in the amount of $40.00 to a known Knox Borough club. Vogan wrote “membership” in the memo portion of the check.

The known club made contact with Vogan on April 29 by phone and advised him that if he did not present the club with a payment that they would go to the magistrate.

The known club received a 10-day refusal on May 28, 2019.

The known club is seeking restitution in the amount of $90.00 ($40.00 for the face value of the check and a surcharge of $50.00).

The following charge was filed against Vogan in this case:

– Bad Checks, Misdemeanor 1

He is awaiting preliminary hearings on both cases.

Detective Wright noted that he has filed several complaints naming Vogan as the defendant for writing checks from this same closed account in 2018 and 2019.
