Sentencing Scheduled for Franklin Man Busted for Drugs

CLARION, Pa. (EYT) – A Franklin man facing drug charges in Clarion County will be sentenced later this month.

According to court documents, the sentencing date for 21-year-old Isaac Richard Drain, of Franklin, is scheduled for 9:00 a.m. on Wednesday, May 23, in Clarion County Court of Common Pleas with President Judge James G. Arner presiding.

Drain pleaded guilty to the following charges on April 11:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– DUI: Controlled Substance – Schedule 1 – 1st Offense, Misdemeanor

As part of the plea agreement, misdemeanor charges of Intentional Possession Controlled Substance By Person Not Registered and Use/Possession Of Drug Paraphernalia, as well as summary charges of Driving Unregistered Vehicle and Careless Driving were dismissed.

Drain is currently free on $50,000.00 monetary bail.

Details of the case:

According to a criminal complaint, around 9:26 p.m. on Saturday, March 3, Trooper Sommers was traveling west on Main Street in Clarion Borough along the 400 block of Madison Road when a registration check on the vehicle in front of him showed a registration that expired in January of 2018. Trooper Sommers initiated his emergency lights and followed the vehicle for several hundred feet before it came to a controlled stop on the roadway along Madison Road.

Trooper Sommers exited his patrol vehicle and approached the driver’s side of the vehicle. The driver identified himself via his PA driver’s license as Isaac Richard Drain, and he handed the trooper his registration and insurance. As Trooper Sommers was speaking to Drain, he detected a strong odor of marijuana emanating from the vehicle.

Following field sobriety tests, Troopers Sommers and Allison searched the vehicle.

A backpack was located in the vehicle; it contained two vacuum-sealed marijuana bags weighing approximately one and two-tenths pounds, two bags of packaged marijuana weighing approximately two and six-tenths ounces, four small ziplock bags containing a small amount of marijuana, six THC wax sheets, and $2,665.00 in U.S. currency, according to the complaint.
