Seven Charged in Criminal Conspiracy Burglary Case in Franklin

FRANKLIN, Pa. (EYT) — Police have arrested seven individuals in connection with a criminal conspiracy burglary that occurred on Lamberton Street, in Franklin, Venango County.

Sugarcreek Borough Police, Constable Huey, and Franklin City Police arrested the following individuals on felony warrants in connection with the incident:

Colin Austin Klinger, 19, of Franklin, Pa.
Collin Hansley, 19, of Oil City, Pa.
Bailey Palmer, 18, of Harrisville, Pa.
Jared Smith, 18, of Franklin, Pa.
Jordin McClelland, 18, of Franklin, Pa.
– Two known Juveniles

The incident — which occurred sometime between 11:00 p.m. on November 6 and 12:30 a.m. on November 7 — involved the alleged theft of a hand gun from a vehicle located at 149 Lamberton Street in Franklin.

The suspects then allegedly conspired to rob a known person.

The juveniles were put in placement.

According to court documents, charges were filed against the other suspects as follows:

Colin Austin Klinger

Klinger was arraigned at 3:00 p.m. on December 4 in front of Magisterial District Judge Patrick E. Lowrey on the following charges:

  • Theft By Unlawful Taking-Movable Property, Felony 2
  • Receiving Stolen Property, Felony 2
  • Theft From A Motor Vehicle, Misdemeanor 1
  • Loitering And Prowling At Night Time, Misdemeanor 3

Unable to post $25,000.00 monetary bail, he was confined to Venango County Jail.

A preliminary hearing is scheduled for 1:30 p.m. on December 9 in Venango County Central Court.

Collin Matthew Hansley

Hansley was arraigned at 9:45 a.m. on December 4 in front of Judge Lowrey on the following charges:

  • Theft By Unlawful Taking-Movable Property, Felony 2
  • Receiving Stolen Property, Felony 2
  • Theft From A Motor Vehicle, Misdemeanor 1
  • Loitering And Prowling At Night Time, Misdemeanor 3
  • Burglary — Overnight Accommodation, Person Present, Burglary

Unable to post $25,000.00 bail, he was lodged in Venango County Jail.

A preliminary hearing is scheduled for 1:30 p.m. on December 9 in Venango Central Court.

He was also arraigned at 9:50 a.m. on December 4 on a charge of Theft By Unlawful Taking-Movable Property, Misdemeanor 1, filed by Oil City Police Department.

A preliminary hearing on this incident is scheduled for 8:30 a.m. on December 9 in Venango County Central Court.

Bailey Matthew Palmer

Palmer was arraigned at 1:00 p.m. on December 4 in front of Judge Lowrey on the following charges:

  • Theft By Unlaw Taking-Movable Property, Felony 2
  • Receiving Stolen Property, Felony 2
  • Theft From A Motor Vehicle, Misdemeanor 1
  • Loitering And Prowling At Night Time, Misdemeanor 3

Unable to post $25,000.00 monetary bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 1:30 p.m. on December 9 in Venango County Central Court.

In a separate incident, Franklin Police Department filed the following charges against Palmer:

  • Receiving Stolen Property, Misdemeanor 3

  • Loitering And Prowling At Night Time
  • Possession Access Device Knowing Counterfeit, Altered, Misdemeanor 3
  • Disorder Conduct Hazardous/Physi Offense, Misdemeanor 3
  • Corruption of Minors, Misdemeanor 1

A preliminary hearing is scheduled for 1:30 p.m. on December 30 in Venango County Central Court for this case.

Jared Matthew Smith

Smith was arraigned at 3:00 p.m. on December 4 in front of Judge Lowrey on the following charges:

  • Theft By Unlaw Taking-Movable Property, Felony 2
  • Receiving Stolen Property, Felony 2
  • Theft From A Motor Vehicle, Misdemeanor 1

Unable to post $25,000.00 monetary bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 1:30 p.m. on December 9 in Venango County Central Court.

Jordin Taylor McClelland

McClelland was arraigned at 7:00 p.m. on December 3 in front of Judge Lowrey on the following charges:

  • Receiving Stolen Property, Felony 2
  • Theft From A Motor Vehicle, Misdemeanor 1
  • Loitering And Prowling At Night Time, Misdemeanor 3
  • Burglary — Overnight Accommodation, Person Present, Felony 1

Unable to post $100,000.00 monetary bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 1:30 p.m. on December 9 in Venango County Central Court.

Franklin Police Department filed the following additional charges against McClelland:

  • Corruption of Minors, Misdemeanor 1
  • Disorderly Conduct Hazardous/Physical Offense, Misdemeanor 3
  • Loitering And Prowling At Night Time, Misdemeanor 3
  • Theft From A Motor Vehicle, Misdemeanor 3
  • Receiving Stolen Property, Misdemeanor 3
  • Theft By Unlaw Taking-Movable Property, Misdemeanor 3

A preliminary hearing is scheduled for 1:30 p.m. on January 6, 2016, in Venango County Central Court.
