VICTORY TWP., Pa. (EYT) — A routine traffic stop recently led to the arrest of a sex offender who failed to comply with Megan’s Law regulations.

Court documents indicate the Franklin-based State Police filed criminal charges against 47-year-old Roger Neal Harrison, of Oakdale, PA.

According to a criminal complaint, on November 29, Trooper Behe, of the Franklin-based State Police was traveling on State Route 8 in Victory Township, Venango County, when he observed a white Chevrolet sedan with an inspection that had expired in September.

Trooper Behe conducted a traffic stop and spoke to the driver, identified as Roger Neal Harrison.

The complaint notes that Harrison exhibited his license with a change of address, updated on October 4, and made an admission the vehicle was out of inspection.

During the traffic stop, Trooper Behe discovered Harrison was active on the Pennsylvania Sexual Offender’s Registry due to a conviction for Aggravated Indecent Assault on May 21, 2003. Due to Harrison’s active status on the registry, he is required by law to update his address within three business days with the Pennsylvania State Police. Failure to comply with the requirements constitutes a criminal violation.

Harrison was arraigned in front of Magisterial District Judge Patrick E. Lowrey at 4:55 p.m. on November 29, on the following charges:

– Failure to Comply With Registration of Sexual Offender Requirements, Felony 2
– Operate Vehicle Without Required Financial Responsibility, Summary
– Operat Vehicle Without Valid Inspection, Summary

Harrison remains free on $10,000.00 unsecured bail.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, December 4, with Judge Lowrey presiding.

According to the PA State Megan’s Law website, Harrison was convicted of Aggravated Indecent Assault on May 21, 2003.

His registration began on February 25, 2008.

He is listed as a Tier 3 Sex Offender which requires a lifetime registration.
