State Police Surround Georgetown Road House Following Threat; Couple Arrested on Drug Charges

IRWIN TWP., Pa. (EYT) – Charges have been filed against a Kennerdell couple for drug possession and related charges.

According to court documents, Franklin-based State Police filed criminal charges against 50-year-old Shannon Ruth Schell, and 55-year-old Randy Lee Kerr, both of Kennerdell.

According to a criminal complaint, around 2:48 a.m. on October 18, PSP Franklin troopers responded to a disturbance at a Georgetown Road residence involving an alleged threat made by Randy Kerr.

Upon arriving at the residence, a perimeter was established to secure the residence. Several attempts were made to contact Kerr but were met with negative results. Multiple PSP stations arrived at the above location to secure the scene.

At 8:47 a.m. police made telephone contact with Kerr and he “agreed to exit the residence with his hands in the air,” the complaint states.

Around 9:00 a.m., Kerr and his girlfriend, Shannon Ruth Schell, who also resides at 3211 Georgetown Road, exited the residence.

Police entered the residence to make sure no one else was inside. While searching the residence, the following items were discovered:

– a bag of marijuana and rolling papers on the kitchen table
– two cardboard boxes containing loose marijuana in the master bedroom closet
– a grow cabinet in the basement containing seven live marijuana plants and two lamps
– a grow room with two grow lamps and three power inverters for the grow lamps.

All items were in plain view, the complaint continues.

Based on the investigation, criminal complaints were filed against the suspects in District Judge Patrick E. Lowrey’s office.

Schell was arraigned at 1:32 p.m. on November 18 on the following charges:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Use/Possession of Drug Paraphernalia, Misdemeanor

Unable to post $75,000.00 monetary bail, Schell was lodged in the Venango County Jail.

A preliminary hearing for Schell is scheduled for 8:30 a.m. on December 14 in Venango County Central Court with Judge Lowrey presiding.

Kerr faces the following charges:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Use/Possession of Drug Paraphernalia, Misdemeanor

Kerr is awaiting a preliminary hearing; however, no date has been set.
