Police: Three Face Charges for Attempting to Smuggle Drugs into Venango Co. Jail

OIL CITY, Pa. (EYT) — Three individuals face charges stemming from an alleged drug transaction that occurred in Oil City, Venango County.

According to court documents, Oil City Police filed charges against the following individuals:

– 40-year-old Angelina M. Kapellusch, of Titusville
– 29-year-old Mark Stephen Marcus, II, of Oil City
– 36-year-old David Kapellusch, of Franklin

According to a criminal complaint, around 3:15 p.m. on November 25, Officer Steven Rembold, of the Oil City Police Department, was informed of a possible drug transaction that would be taking place, and “the names of Mark Marcus and Angelina Kapellusch were provided. At a later time, Chief Wenner contacted Officer Rembold that Marcus was at the Venango County Jail.”

The complaint indicates that Marcus was transported to the Oil City Police Department for an interview; he waived his Miranda rights and allegedly provided a statement that “he had been given an item to take back to (the) prison by a female he believed to be the wife of David Kapellusch and that he was taking it into the prison for D. Kapellusch. Marcus removed a controlled substance from his rectum stating that it was what was given to him by the female.”

Angelina Kapellusch was contacted via phone and asked to come to the Oil City Police station for an interview. When she arrived at the station, she waived her Miranda rights. She allegedly admitted to meeting Marcus and delivering a controlled substance to him, the complaint states.

Phone conversations between David Kapellusch and Angelina Kapellusch were also received by Officer Rembold prior to and after the delivery of controlled substance on November 25. “Some of these conversations show D. Kapellusch advising A. Kaleppusch what to supply and deliver to Marcus and also how she would need to have them packaged — also a conversation between the two of them during the delivery of the controlled substance,” the complaint continues.

Marcus faces the following offenses:

  • Possession Controlled Substance, Contraband/Inmate, Felony 2
  • Conspiracy — Possession Controlled Substance, Contraband/Inmate, Felony 2
  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor

Angelina Kapellusch was arraigned at 11:05 a.m. on December 30 in front of Magisterial District Judge Andrew F. Fish.

She has been charged with the following offenses:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Criminal Use Of Communication Facility, Felony 3
  • Aiding Consummation Of Crime, Felony 3

Bail was set at $25,000.00 unsecured.

David Kapellusch faces the following offenses:

  • Conspiracy — Criminal Use Of Communication Facility, Felony 3
  • Criminal Use Of Communication Facility, Felony 3

Preliminary hearings for all three individuals are scheduled for 1:30 p.m. on January 6 in Venango County Central Court with Magisterial District Judge Andrew F. Fish.
