Titusville Man Accused of Threatening to Shoot Man in Oil City Waives Hearing

OIL CITY, Pa. (EYT) – A Titusville man who allegedly threatened to shoot an Oil City man following an altercation waived his hearing in court on Wednesday.

According to court documents, the following charges against 23-year-old Kyle Evan Dobrowolski were waived for court on Wednesday, October 9:

– Terroristic Threats With Intent To Terrorize Another, Misdemeanor 1
– Harassment – Communicate Lewd, Threatening, Etc. Language, Misdemeanor 3

The charges have been transferred to the Venango County Court of Common Pleas.

Dobrowolski remains lodged in the Venango County Jail on $5,000.00 monetary bail.

The charges stem from an altercation at a residence on Manning Street in Oil City on Friday, August 9.

According to a criminal complaint, a known victim reported that around 2:45 p.m. August 9, Dobrowolski refused to leave the residence, which led to a verbal and physical altercation.

The complaint notes the victim reported that he and Dobrowolski both shoved each other during the altercation, and Dobrowolski then grabbed a kitchen knife.

Following the altercation, Dobrowolski allegedly told the victim he would “come back and shoot him.” The victim reported that he was in fear of serious injury or death due to Dobrowolski’s statement and demeanor.

The complaint notes that the victim also reported Dobrowolski was high on methamphetamine at the time of the incident.

Patrolman McDevitt, of the Oil City Police Department, made contact with Dobrowolski.

According to the complaint, Dobrowolski allegedly admitted to having the knife following the altercation and also admitted to stating he was going to shoot the victim. Dobrowolski said his statement was due to a “moment of anger.”

The charges were filed through Magisterial District Judge Andrew F. Fish on Tuesday, August 13, and a certified summons was issued.
