Traffic Stop Leads to Discovery of Meth in Sugarcreek Borough

SUGARCREEK BOROUGH, Pa. (EYT) — An Oil City man is facing felony drug charges after he was found in possession of methamphetamine following a traffic stop in Sugarcreek Borough on Friday evening.

Court documents indicate the Sugarcreek Borough Police Department filed criminal charges against 24-year-old Joshua Ryan Waters, of Oil City.

According to a criminal complaint, around 8:15 p.m. on Friday, June 7, Lieutenant Ashbaugh, of the Sugarcreek Borough Police Department, observed a red Yamaha motorcycle being driven east on Meadville Pike, with the license plate mounted in such a way that it was unable to be read until the vehicle was stopped and could be viewed up close.

The complaint notes a search of the plate came back to a known individual under suspension and having outstanding warrants. The motorcycle had also been reported stolen by the individual’s mother who had control of it at the time it was taken from a residence.

A traffic stop was then initiated, and the driver of the vehicle was identified as Joshua Ryan Waters — not the known individual mentioned above.

According to the complaint, when questioned, Waters said his license was suspended, and a search then discovered his license was, in fact, DUI suspended. The search also indicated that Waters had active warrants from the Venango County Sheriff’s Department. He was then taken into custody.

The complaint states that a search of the backpack Waters was carrying yielded 16.5 grams of a crystal substance that tested positive for methamphetamine, as well as multiple smaller empty baggies that police say indicate an intent to deliver in small weights.

Waters was arraigned in front of Magisterial District Judge Patrick E. Lowrey at 10:35 p.m. on Friday, June 7, on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possession of Controlled Substance, Felony
– Use/Possession of Drug Paraphernalia, Misdemeanor
– Driver’s License Suspended/Revoked Pursuant to Section 3802/1547B1, Summary

Unable to post $25,000.00 monetary bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 1:30 p.m. on Wednesday, June 12, in Venango County Central Court.
