Traffic Stop Leads to Franklin Man’s DUI, Parole Violation Arrest

FRANKLIN, Pa. (EYT) – Franklin Police say a 35-year-old Franklin man was accused of DUI on the 500 block of 13th Street, in Franklin, Venango County.

According to police, around 3:38 p.m. on May 30, while conducting a buckle up detail for the national traffic highway safety administration, 35-year-old Ryan Culver, of Franklin, was allegedly witnessed driving a vehicle at a high rate of speed and not using his turn signal while turning from 600 block of 11th Street into the 1100 block of Elm Street.

A traffic stop was conducted, and it was allegedly discovered that Culver was operating the motor vehicle while under the influence of alcohol, police say.

Culver was asked to perform standardized field sobriety testing to which he allegedly performed the test at an unsatisfactory level, according to police.

He was placed under arrest for operation of a motor vehicle while under the influence of alcohol, police say.

After the arrest, it was discovered that Culver was on parole and was placed in the Venango County Jail awaiting a preliminary hearing, according to police.

Charges are being filed through Judge Snyder’s office for DUI and other charges, police say.
