FRENCHCREEK TOWNSHIP, Pa. — Franklin-based State Police say around 5:07 p.m. on September 11, a one-vehicle crash occurred on Waterloo Road, in Frenchcreek Township, Venango County.

According to police, Steven Mendez, of Oil City, was traveling north on Waterloo Road in a Chevrolet Dump Truck with a load of shingles and construction debris. He was traveling at an excessive speed, lost control, traveled onto a hillside, and rolled over.
