Two Arrested in Oil City Drug Bust

OIL CITY, Pa. (EYT) — According to Oil City Police, two Oil City residents were arrested on drug charges from an incident that occurred at 1 Spring Street, Oil City Country Fair parking lot (on the Northside), Venango County.

Police say 35-year-old William Victor Brown and 26-year-old William Michael Kennedy, both Oil City residents, were arrested following a pre-arranged drug deal that occurred around 12:35 p.m. on June 11.

Brown and Kennedy Allegedly Arrange Sale of Drugs to Police C.I.

According to a criminal complaint, Brown allegedly arranged with Kennedy in this case “to sell and deliver 15 Percocet tablets and one Opana tablet to a police confidential informant for the sum of money.”

The complaint states the quantity of the said medication and the price for all was allegedly agreed upon by both Brown and Kennedy prior to the time of delivery.

Brown was allegedly found to have in his possession the amount of Percocet that was agreed upon and arrived in the vehicle that was described to the C.I., the complaint indicates.

Kennedy used his personal cellular device multiple times to arrange the sale and delivery of a controlled substance with a police C.I., the complaint continues.

Brown and Kennedy Arrested on Scene

This activity was witnessed by Oil City Police officers, police say.

Both defendants were arrested on the scene and agreed to speak with officers following the Miranda warning, according to police.

All evidence was logged into police evidence, the complaint states.

Defendants Arraigned, Jailed, Awaiting Preliminary Hearing

Brown and Kennedy were arraigned before Magisterial District Judge Michael D. Snyder.

According to court documents, Brown faces a charge of Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver.

Court documents indicate Kennedy faces the following charges:

– Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver
– Criminal Use Of Communication Facility

Unable to post $50,000.00 cash bail each, both suspects were lodged in the Venango County Jail.

Preliminary hearings are set for 8:30 a.m. on Wednesday, June 17.
