Two Local Men to be Sentenced on Statuatory Sexual Assault Charges This Month

GavelVENANGO CO., Pa. (EYT) – Two men accused who pleaded guilty to sexual assault charges are scheduled to be sentenced this month in the Venango Court of Common Pleas.

According to court documents, 48-year-old Keith Lamar Morgan of Oil City and 23-year-old Arron Lee Hoffman of Franklin are both set to appear at 9:00 a.m. on Monday, July 16, in the Venango County Court of Commons Pleas in front of President Judge Robert L. Boyer.

Morgan pleaded guilty to a first-degree felony count of statutory sexual assault on March 28, 2018.

As a result of the plea agreement, the following charges were dismissed:

  • Involuntary Deviate Sexual Intercourse Person Less than 16 Years of Age, Felony 1
  • Aggravated Indecent Assault – Complainant Less Than 16 Years of Age, Felony 2
  • Indecent Assault Person Less Than 16 Years of Age, Misdemeanor 2
  • Corruption of Minors, Misdemeanor 1
  • Sell/Furnish Liquor Etc. to Minor, Misdemeanor 3

Court documents indicate that Morgan’s bail was posted on November 13, 2017, however, a motion for release on house arrest was denied on November 14, due to Morgan’s extensive criminal record.

Details of Morgan’s case:

According to a criminal complaint filed by Oil City Police Patrolman Codie Webster, the investigation was initiated on April 17 after an Oil City man filed a report indicating Keith Morgan provided alcohol and marijuana to the man’s 14-year-old daughter. The man presented police with evidence of the allegations via a printed copy of a screenshot from his daughter’s mobile phone.

During an April 29 interview with Officer Webster, the victim stated that she drank alcohol and smoked marijuana at Morgan’s residence in March 2017.

The victim also stated that she slept in Morgan’s bed that night, and he allegedly performed oral sex on her and then briefly penetrated her vagina, according to the complaint.

Arron Lee Hoffman

Hoffman pleaded guilty to a second-degree felony count of statutory sexual assault on March 21, 2016.

As a result of the plea agreement, the following charges were dismissed:

  • Involuntary Deviate Sexual Intercourse Person Less Than 16 Years of Age, Felony 1
  • Aggravated Indecent Assault – Complainant Less Than 16 Years of Age, Felony 2
  • Unlawful Contact With Minor – Sexual Offenses, Felony 2
  • Corruption Of Minors, Misdemeanor 1
  • Recklessly Endangering Another Person, Misdemeanor 2
  • Ind Asslt Person Less 16 Yrs Age, Misdemeanor 2

He was sentenced to nine and one half to 24 months (less one day) confinement followed by one year of probation on May 24, 2016.

He was granted parole on March 22, 2017, and his parole was revoked on November 9, 2017.

On December 5, 2017, he was resentenced to 12 to 24 months (less 1 day) confinement followed by three years of probation, with credit for 390 days served.

He was granted parole again on February 15, 2018, and his parole was revoked on May 31, 2018.

Details of Hoffman’s case:

According to a criminal complaint filed at Magisterial District Judge Patrick E. Lowrey’s Office, Arron Lee Hoffman, 20, of Franklin, allegedly engaged in sexual intercourse with a 15-year-old female in Cranberry Twp., Venango County.

Police say a chase ensued after a member of the girl’s family allegedly discovered Hoffman and the victim in a vehicle along Heckathorn Church Road.

The complaint, filed by Franklin-based State Police Trooper Kevin Doverspike, alleges that Hoffman drove at speeds in excess of 100 MPH with the victim in his vehicle, putting her in “fear of her life.” The victim subsequently jumped out of the vehicle while it was moving, according to the complaint.

Police did not indicate if the victim suffered injuries from jumping out of the vehicle; however, she was transported to UMPC Northwest.
