Two Oil City Residents Face Charges After Man Restrains, Injures Boy

OIL CITY, Pa. (EYT) — Two Oil City residents are facing charges stemming from an incident that occurred late last month that left a child with bruises and abrasions.

Court documents indicate the Oil City Police Department filed criminal charges against 25-year-old Isaac Charles Roberts and 30-year-old Ashley Latoya Tate, both of Oil City.

According to a criminal complaint, on Monday, March 19, Oil City Police responded to the 7th Street Elementary School concerning a reported assault on a male child.

Upon arrival, officers met with the school principal, the guidance counselor, and the male child. The child told police that Isaac Roberts was at his home on Division Street in Oil City. While there, Roberts placed himself on top of the child on the floor of an upstairs bedroom and restrained him. Due to the restraint, the child received abrasions and bruising to his arms as well as petechiae (tiny purple, red, or brown spots on the skin) around his eye sockets, the complaint indicates.

When officers asked the child to rate the pain he experienced during the restraint, he told hem it was “10 out of 10,” according to the complaint.

Patrolmen Ruditis and Rosenberger obtained photographs of the injuries.

Patrolman Ruditis then made contact with the child’s mother, Ashley Tate, via telephone. She confirmed that Roberts was at the residence the prior night. She also informed Patrolman Ruditis that she has an active Protection from Abuse Order in place against Roberts, the complaint states.

According to the complaint, Tate stated that she allowed Roberts at the residence to visit with other minor children in her care due to his work schedule. She said that she was present for the incident in which Roberts was on top of the child and stated that “she was not concerned beyond telling Roberts to remove himself due to the child having asthma.”

Based on the investigation, Roberts was arraigned at 1:30 pm on Thursday, March 22, in Magisterial District Judge Andrew F. Fish’s office.

He waived the following charges in a preliminary hearing before Magisterial District Judge Andrew F. Fish on March 28:

– Unlawful Restraint/ Involuntary Servitude, Felony 2
– Simple Assault, Misdemeanor 1
– Harassment — Subject Other to Physical Contact, Summary

Unable to post $75,000.00 cash bail, he remains lodged in the Venango County Jail.

His case is working its way through the Venango County Court of Common Pleas.

On March 26, the following charge was filed against Tate in Magisterial District Judge Andrew F. Fish’s office:

– Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Misdemeanor 1

Tate’s preliminary hearing is scheduled for 8:30 am on April 25, with Judge Fish presiding.

A certified summons was issued to Tate.
