Undercover Operation Leads to Felony Drug Charges for Two Franklin Residents

SUGARCREEK BOROUGH, Pa. (EYT) – Two Franklin residents are facing felony drug charges after reportedly selling cocaine to confidential informants on several occasions.

Court documents indicate the Erie-based State Police filed criminal charges against 49-year-old Andre Williams and 32-year-old Tessa Suemarie Bradford, both of Franklin.

According to a criminal complaint, on June 20, 2019, a Pennsylvania State Police confidential informant (C.I.) contacted Andre Williams and arranged a controlled purchase of a baggie of suspected/purported cocaine.

The complaint notes the substance later tested positive as cocaine, a schedule II controlled substance.

A second controlled by was then conducted by a C.I. on August 13, 2019, also for suspected/purported cocaine, the complaint states.

According to the complaint, the substance again tested positive as cocaine.

A second complaint states another controlled purchase involving a C.I. was arranged on December 17, 2019, during which Williams and his girlfriend, Tessa Bradford, sold the CI additional suspected/purported cocaine, with both Williams and Bradford handling the substance and Bradford accepting the money in the exchange.

The complaint notes that the substance also later tested positive as cocaine.

Williams and Bradford were both arraigned in front of Magisterial District Judge Patrick E. Lowrey at 10:30 a.m. on October 22.

Williams faces the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (four counts)
– Criminal Use Of Communication Facility, Felony 3 (two counts)
– Possession of Controlled Substance, Misdemeanor (four counts)
– Use/Possession Of Drug Paraphernalia, Misdemeanor (four counts)

Bradford faces the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possession of Controlled Substance, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

Court documents indicate Bradford was also arraigned on one misdemeanor count of possession of a small amount of marijuana and two misdemeanor counts of use/possession of drug paraphernalia related to an incident on June 2, 2020.

Preliminary hearings are scheduled for 10:30 a.m. on October 28, with Judge Lowrey presiding.
