OIL CITY, Pa. (EYT) – Pennsylvania State Police have released Megan’s Law Alert notifying residents that a registered sex offender has reported an address in Oil City, Venango County.

According to the PA State Megan’s Law website, Dale Edward Kightlinger, Jr., 48, is now living at a residence on Pearl Avenue, in Oil City, Pa.

Kightlinger is white, 6’0″, 250 lbs., with blue eyes and brown hair.

In August 1988, he was convicted on charges of Indecency with a Child-Sexual Contact.

Kightlinger is not wanted by police.

He has tattoos on both arms, back, and chest.

He is registered as a Tier 1 sex offender.
