UPDATE: Emlenton Woman Charged After Drugs Found in Diaper Bag

SALEM TWP, Pa. (EYT) — Additional details have emerged surrounding a July 13 traffic stop in Salem Township, Clarion County, that resulted in drug charges against three area residents.

A criminal complaint filed by Clarion-based State Police Tpr. Tate indicates that Victoria Lynn Newbill, 22, of Emlenton; Brendan Edward Golden, 24, of St. Petersburg; and Bryce William Dittman, 18, of Emlenton, were arrested for various drug offenses around 10:00 p.m., on Thursday, July 13, following a traffic stop on Route 208.

The criminal complaint states that Tpr. Tate was on a stationary patrol at the Lamartine Post Office around 9:58 p.m. when she clocked a Dodge Neon traveling 54 MPH in a 35 MPH zone.

A traffic stop was conducted at the Salem Community Center.

Tpr. Tate recognized Victoria Newbill from a traffic stop that she conducted just three hours earlier. Newbill had been pulled over and was issued a warning for speeding at the same location.

The front passenger in the second traffic stop was identified as Brendan Golden. Bryce Dittman and a female infant were riding in the backseat of the car, according to the criminal complaint.

When Tpr. Tate returned to her patrol vehicle, Newbill exited her vehicle and began to smoke a cigarette. Tpr. Tate instructed Newbill to sit on the hood of the patrol vehicle. Newbill did not comply. She proceeded to kneel on the gravel with bare knees and began rearranging items within the right rear of her car. Newbill then proceeded to the rear of the patrol vehicle while holding the female infant and a diaper bag.

The criminal complaint states that Tpr. Tate earlier noticed the smell of marijuana near the vehicle.

When Newbill walked away with the female infant and the diaper bag, the odor of marijuana was no longer present in the area of the vehicle, according to the criminal complaint.

At this point, Newbill gave Tpr. Tate consent to search the vehicle.

During the search of the vehicle, the following items were found:

  • Green plastic marijuana grinder with marijuana shake in Dittman’s bag
  • Pen shaft with methamphetamine residue on the right rear floor
  • Metal smoking pipe with marijuana residue in Newbill’s purse
  • Coffee filter with methamphetamine residue
  • Glass smoking pipe
  • Receipt for purchase of TC Allergy Relief D

Newbill then gave Tpr. Tate consent to search the diaper bag. Within the diaper bag, Tpr. Tate found an instant ice compress box and a bag containing marijuana.

A check of the prescription drug monitoring database revealed that Newbill attempted to purchase 3.6 grams of Allergy Congestion Relief at Cranberry Walmart in Venango County at 5:37 p.m. on July 12. The transaction was denied due to a federal compliance block.

Approximately 2.5 hours later, Newbill successfully purchased 2.4 grams of Top Relief Allergy D Giant Eagle in Butler, according to the database. This item was not located during the search of Newbill’s car.

None of the occupants of the vehicle claimed ownership of the marijuana.

The following charges were filed against Newbill at Magisterial District Judge Amy Long Turk’s office:

  • Possessing Phenylpropanolamine, etc., or a Precursor Substance with Intent to Unlawfully Manufacture, Felony
  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Marijuana-Small Amt Personal Use, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor (2 counts)

Dittman and Golden both face one misdemeanor count each of Marijuana-Small Amt Personal Use and Use/Possession Of Drug Paraphernalia.

The three defendants face preliminary hearings on August 1 at 9:00 a.m. with Judge Turk presiding.
