UPDATE: Oil City Man Jailed After Not Allowing Victims to Leave Residence, Threatening to Kill Boy

OIL CITY, Pa. (EYT) — An Oil City man is facing aggravated assault and related charges stemming from a Sunday morning domestic incident.

According to court documents, the Oil City Police Department filed criminal charges against 24-year-old Robert Alexander Ross, of Oil City,

He was arraigned at 12:00 p.m. on January 7 in Magisterial District Judge Matthew T. Kirtland’s office on the following charges:

– Aggravated Assault, Felony 1
– Unlawful Restraint of Minor/Parent — Risk of Bodily Injury, Felony 2
– Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Misdemeanor 1
– Unlawful Restraint/ Serious Bodily Injury, Misdemeanor 1 (two counts)
– Terroristic Threats W/ Int To Terrorize Another, Misdemeanor 1 (three counts)
– Simple Assault, Misdemeanor 2 (three counts)
– Recklessly Endangering Another Person, Misdemeanor 2 (three counts)
– Harassment — Subject Other to Physical Contact (three counts)
– Intentional Possession Controlled Substance By Person Not Registered
– Use/Possession Of Drug Paraphernalia

Unable to post $75,000.00 monetary bail, Ross remains lodged in the Venango County Jail.

A preliminary hearing is scheduled for 12:00 p.m. on January 17 in front of Judge Kirtland.

Details of the case:

According to a criminal complaint, around 7:29 a.m. on Sunday, January 7, Oil City Police Officers were dispatched to a possible domestic dispute on West Sixth Street.

Upon arrival to the residence, officers made contact with Robert Ross, as well as the known female victim, a known male, and a juvenile male.

When making contact with Ross, “he appeared to be talking in ‘tongues,’ was incoherent, and not listening to the officers’ verbal commands,” the complaint states.

The known male witness told officers that Ross was acting bizarre and struck the female victim in the face and/or head with an unknown metal object. The witness also stated that Ross attempted to speak in “tongues.”

Patrolman Cory Ruditis observed apparent injuries on the victim’s face, namely dark red marks, a minor scratch, and lacerations.

An undisclosed amount of marijuana and drug paraphernalia was allegedly discovered on Ross, and he was taken into custody. While being taken to the patrol car, Ross “was making statements regarding being a General in the Jerusalem Military Force and was not making sensible conversation,” Patrolman Ruditis notes in the complaint.

Ross was taken into custody without incident.

The female victim traveled to the Oil City Police Department for an interview and to make a statement.

The victim stated that Ross was holding all persons inside the residence and not letting them leave by means of threats of bodily harm while in possession of a hammer, a metal decorative object, and a knife, according to police.

The victim also related that Ross grabbed the minor child while in possession of the knife and threatened to kill him in front of the female victim, police say.
