Venango County Cocaine, Heroin Traffickers Headed to State Prison

FRANKLIN, Pa. (EYT) – Two men at the head of a large cocaine and heroin distribution ring in Venango County were sentenced on Monday.

According to court documents, 30-year-old Calvin Cortez Ludy, of Oil City, and 36-year-old Javon Albright, of Erie, both received state prison sentences from Judge Robert Boyer.

Ludy pleaded guilty to one count of criminal conspiracy with intent to deliver narcotics and one count of the manufacture, delivery, or possession with the intent to deliver.

He was ordered to serve four-and-one-half years to nine years in state prison.

He received credit for serving a total of 468 days.

He is RRI (Recidivism Risk Reduction Incentive) eligible.

The following charges against Ludy were dismissed as a result of the guilty plea:

– corrupt organizations (two counts)
– possession of a controlled substance (two counts)
– criminal use of a communication facility
– dealing in proceeds of unlawful activity (cocaine/marijuana)

Ludy’s criminal record in the county dates back more than a decade with his first guilty plea in 2006 resulting in a sentence of one to three years.

Albright pleaded guilty to criminal conspiracy with intent to deliver narcotics.

He was ordered serve two to four years in state prison.

He received credit for serving a total of 468 days.

Albright is not RRI eligible.

The following charges against Albright were dismissed as a result of the guilty plea:

– two counts of corrupt organization (two counts)
– manufacture, delivery, or possession with the intent to deliver a controlled substance
– possession of a controlled substance
– criminal use of a communication facility
– dealing in proceeds of unlawful activity (cocaine)

The sentences were the culmination of an investigation that began in May 2015 by law enforcement officers from the Office of Attorney General’s Bureau of Narcotics Investigation and the Pennsylvania State Police Bureau of Criminal Investigation, Northwest Strike Force Unit.

The investigation also relied upon the work of several local police departments — including the City of Franklin and Oil City Police Departments — that were part of an Organized Crime Drug Enforcement Task Force assembled for this case.
