Venango County Budget Passes with No Tax Increase; Brooks Votes No

FRANKLIN, Pa. (EYT) — There will be no tax increases in Venango County in 2019, as far as county taxes go.

With a 2-1 vote, the Venango County Commissioners approved the final 2019 budget with no tax increase at Tuesday night’s meeting.

Voting in favor of the budget, which has a total revenue of $57 million and a total expense of $60.3 million were Commissioners Albert “Chip” Abramovic and Vincent Witherup.

Commissioner Timothy Brooks voted against the budget saying it doesn’t include a mandated contribution to the pension fund.

Taxes in the budget hold steady at six mills from a year ago.

The $57 million in total revenue is actually a $44,220.00 increase over the initial projection from last month. The largest portion of the increase is coming from a task force grant of $43,000.00 given to the county as the fiscal agent for the Northwest Emergency Response Group which will be used for training.

Community Services Administration

The commissioners approved:

  • A contract with McCutcheon Enterprises, Inc. to provide hazardous material clean-up for the county.
  • A statewide 9-1-1 Interconnectivity Funding Grant to cover the cost of maintenance for projects for Region 13 including Internet connectivity and phone connectivity between the counties and the maintenance contract for computer-aided dispatching in conjunction with Mercer, Lawrence, and Butler Counties.
  • A three-year maintenance agreement with Mobilcom as the maintenance provider for the 9-1-1 system.
  • A contract with Mission Critical Partners (MCP) to act as GIS consultants for the Regional CAD project in the amount of $215,148.00.
  • Ratification to execute Avocation of Easements for the ongoing Airport Obstruction Project.

Planning Commission

The commissioners approved:

  • Ratification of Review Fee Reimbursement Agreement with Polk DPP, LLC to cover engineering fees associated with the development of a proposed Dollar General in Polk Borough.
  • Ratification of 2019 County Aid Liquid Fuel Awards allocating slightly under $250,000.00 in awards to 12 municipalities.
  • Ratification of TA Set-Aside Grant Agreement between the county and PennDOT for a $1,000,000.00 grant award for the county for the construction of the Allegheny Boulevard Multi-use Trail.
  • A change order with IE Power, LLC, the electrical contractor for the Multi-Modal Hub construction, that would increase the contract total by $3,192.17 to cover additional costs to upgrade the subpanel in the engineering building to accommodate additional circuits for parking lot lights.
  • A change order with Terra Works, Inc, the general contractor for the Multi-Modal Hub construction first phase, to decrease the contract by $25,647.47 due to less contaminated soil at the site than expected when the original contract was signed.
  • A contract with L.R. Kimball to complete an FAA Land Release Request a 40-acre site adjacent to the Venango Regional Airport that would allow the county to consider using the land for non-aeronautical use.
  • A contract with KU Resources for a Phase I Environmental Survey of a 40-acre site adjacent to the Venango Regional Airport.

County Park

The commissioners approved the ratification of an agreement with Venango Conservation District to extend the completion date of the ongoing Dirt and Gravel Road project at the Family Campground to May 31, 2019, due to weather-related delays.
