Oil City Parents Accused of Child Endangerment Due in Court Next Week

OIL CITY, Pa. (EYT) — Two Oil City resident accused of child endangerment are due in court next Wednesday.

According to court documents, 41-year-old Matthew Scott Stoltenburg and 29-year-old Cassandra Stoltenburg, both of Oil City, are scheduled to stand for a preliminary hearing in Venango Central Court at 1:30 p.m. on Wednesday, October 17.

Cassandra Stoltenburg faces the following charges:

  • Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Felony 3
  • Simple Assault, Misdemeanor 1

Matthew Scott Stoltenburg faces the following charges:

  • Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Felony 3
  • Conspiracy — Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Misdemeanor 1

Both are currently free on $50,000.00 unsecured bail.

Details of the case:

According to a criminal complaint, on Tuesday, October 2, Patrolman Rosenberger, of the Oil City Police Department, was notified by a representative of Venango Children and Youth Services of a report regarding a child at a residence on Bissell Avenue.

Patrolman Rosenberger then traveled to Hasson Middle School to speak with the juvenile victim.

According to the complaint, the victim said that late on Monday, October 1, Cassandra Stoltenburg hit her with an open hand twice on the right side of her face.

The complaint states that Patrolman Rosenberger observed a red mark consistent with the victim’s statement. The complaint also notes that during the investigation, Patrolman Rosenberger discovered the victim had reported to school staff that she only gets to bathe once per week and had to sleep in her bed where a bag containing dog feces was located.

According to the complaint, the staff at the school also advised Patrolman Rosenberger that the victim had reported to the school that day in clothing that she had defecated in the prior night after asking Cassandra Stoltenburg for assistance in changing her clothing.

Patrolman Rosenberger also requested documentation from the school on the dates where the victim was seen by the school nurse for head lice as well as other medical concerns, according to the complaint.

The complaint indicates that the Oil City Police Department has had several incidents where Cassandra and Matthew Stoltenburg have failed to provide a duty of care to the victim, namely the victim not having her glasses, as well as school staff having to provide the victim with clothing and bathing the victim at the school.

Matthew and Cassandra Stoltenburg have been made aware of the reports and have continued to fail to provide care, according to the complaint.

Based on the investigation, Cassandra Stoltenburg and Matthew Scott Stoltenburg were arraigned at 7:00 p.m. on Tuesday, October 2, in Magisterial District Judge Andrew F. Fish’s office.
