Venango County, Franklin, Awarded $300k Grant for Home Rehabs

FRANKLIN, Pa. – The Pennsylvania Department of Community and Economic Development on Thursday announced that it has awarded the County of Venango a $300,000.00 HOME Investment Partnerships Program grant.

Funding for the grant originates with the U.S. Department of Housing and Urban Development (HUD).
The grant was written in partnership with the City of Franklin, and provides funding to income-eligible households living in homes within the City in need of improvements, fully funded by the grant program. Household income eligibility will follow HUD limits.

The grant assists homeowners with a wide-ranging list of rehabilitation needs, which will be determined by County and City personnel, such as improvements to sidewalks, exterior siding and porches, foundations, walls, doors and windows, gutters, roofing, flooring, electrical infrastructure, cabinets and countertops, water heating and plumbing infrastructure, and kitchen ranges, among other items. The grant also requires home rehabilitation projects to include testing/abatement of lead-based paint, asbestos, and radon.

In writing this grant, the City submitted a press release to local news/media outlets, seeking to gauge public interest. That press release requested that households interested in taking part in the grant program, should it be funded, to provide preliminary contact and place-of-residence information. Approximately a dozen such households expressed interest, and follow-up will now begin to assure those households are eligible to benefit from the program. If any of those households do not meet program criteria, or if funding remains after the first round of home rehabilitations is completed, the City will seek further interested households.
