Vision Quest Youth Faces Felony Charges After Alleged Assault on Staff Members

SANDYCREEK TWP., Pa. (EYT) — A Vision Quest youth faces two felony counts of aggravated assault stemming from an incident that occurred at the facility located on South Penn Road, in Sandycreek Township, Venango County.

According to online court documents, Franklin-based State Police filed criminal charges against 19-year-old Abdul Ortiz, of Philadelphia.

According to a criminal complaint, around 12:45 a.m. on August 30, Troopers Orrvick and Armagost, of PSP Franklin, were dispatched to Vision Quest Youth Detention Facility located at 555 South Penn Road, in Franklin, for a report of staff that had been assaulted by a court detained youth at the facility.

Trooper Armagost interviewed a night watch child care worker at Vision Quest who stated that he was helping out in a unit with a youth who was causing a disturbance when Abdul Ortiz wanted to come out of his room and into the unit.

The child care worker stated that he told Ortiz to stay in his room, but he would not listen, and he came at him. The worker told Ortiz several times to stay in his room, but he refused.

The worker attempted to block Ortiz from going down the unit, and Ortiz “began pushing and hitting him,” the complaint states.

The worker placed Ortiz “in an emergency physical intervention hold in an attempt to get him to stop the assault,” the complaint continues.

The worker stated that Ortiz would calm down but then start up again several times.

Ortiz “attempted to tackle the worker, and the worker slipped on soap. He and Ortiz fell to the floor, and Ortiz struck him in the face again. Ortiz also “went for his neck and attempted to knee a second worker in the groin when he attempted to pull him off the first worker. Ortiz also punched the second worker three times,” according to the complaint.

Ortiz struck the first worker in the face again after they put him into his room….The worker indicated that he also had pain in his back and leg,” the complaint states.

Court documents indicate criminal charges were filed against Ortiz in District Judge Matthew T. Kirtland’s office.

He was arraigned at 4:00 a.m. on August 30, on two counts of second-degree felony Aggravated Assault.

Unable to post $45,000.00 monetary bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on September 7, in Venango County Central Court with Judge Kirtland presiding.
