Western Pa. Attorney, Mercer County Woman Charged in Connection With Alleged Illegal Recording

Scales of Justice and Judge`s gavelHARRISBURG, Pa. (EYT) – Attorney General Kathleen G. Kane today announced criminal charges have been filed against a western Pennsylvania attorney and a Mercer County woman accused of violating the Wiretapping and Electronic Surveillance Control Act.

The charges against Stanley T. Booker, 41, and Tamara Lynn Buchar, 26, were the result of an investigation by the Pennsylvania State Police. The Office of Attorney General is prosecuting the case.

Investigators allege Buchar illegally recorded a telephone call with the victim of a robbery without the victim’s knowledge or consent. Investigators later obtained a recording from a jail phone system in which Buchar allegedly discussed the illegal recording with the defendant charged in the robbery case. Buchar is accused of saying she would turn the recording over to Booker, the attorney for the robbery defendant.

On March 26, Booker allegedly used his cell phone to play the illegal recording made by Buchar. Booker played the recording during the cross examination of a witness during a preliminary hearing, investigators allege. A state trooper, assistant district attorney and magisterial district judge were among those present during the hearing, a criminal complaint states.

Booker, 135 Moody Ave., New Castle, Lawrence County, and Buchar, 3752 N. Hermitage Road, Lot 14, Transfer, Mercer County, are both charged with two counts each of unauthorized interception, disclosure or use of a wire, electronics or oral communication.

Booker was arraigned this morning in the court of Magisterial District Judge Brian Arthur. His bail was set at $75,000 unsecured. A preliminary hearing is tentatively scheduled for Aug. 12.

Buchar as of this afternoon was still being sought to be arraigned on her charges.

The case is being prosecuted by Chief Deputy Attorney General Michael Ahwesh.
