‘Why Waste Our Time Getting Out of Bed?’: Oil City Parking Authority Members to Resign

OIL CITY, Pa. (EYT) — The three remaining members of the five-person Oil City Parking Authority are planning to resign from the committee, parking committee member Barb Crudo told the Oil City Council Thursday.

Crudo addressed the Council on behalf of herself and fellow members Fred Weaver and Daryl Hick — she said the other two positions on the Authority have been open for nearly two years.

“The three members will submit their resignations,” Crudo told Council. “There is no sense (in us) looking at walls.”

Crudo said that no city representative has been attending Parking Authority meetings to update the Authority on what the City is doing or planning to do with parking, and since the City is making all of the decisions regarding parking on its own, there is no need for a Parking Authority.

“It’s not like there is anything this Authority does,” Crudo said. “The City is running (the parking) anyways. No one (from the City) comes and says this is what is happening. Why waste our time getting out of bed?”

Crudo asked if Oil City, as a third-class city, was even required to have a Parking Authority, and City Solicitor Robert Varsek said the City isn’t required to have any authorities.

City Manager Mark Schroyer said the Parking Authority was actually defunct when he first came to the City a few years ago, which prompted Curdo to tell him it was going to be defunct again.

Varsek did caution Crudo that before the Authority members resign they may need to do some administrative work to dissolve the Authority.

“I think it’s up to Council to dissolve it,” Crudo said. “I don’t think it gives us our own power to do that.”

Varsek replied that the Authority is its own entity, and when asked by Schroyer if the parking lots would revert back to the City if there were no members, Varsek told him that wouldn’t be the case until the Council dissolved the Authority.

Crudo told exploreVenango.com after the meeting that the plan had been for the Authority members to submit their resignations immediately, but with Varsek saying that the Authority members may have to do some things first, the Authority members may have to wait.

“We are going to have to look into it,” Crudo said.
