Bill Parker proudly served in the United States Army Reserve.

Bill served his community as a member of the Lion’s Club, the Oil City Chamber of Commerce, the Kiwanis Club, and the Second Presbyterian Church in Oil City.

He was also the co-founder of the annual Oil Heritage Week Festival, now known as Oil Heritage Days.
