Attorney Files Motion to Move Zachary Proper Case to Juvenile Court

OIL CITY, Pa. – A judge cancelled a preliminary hearing scheduled for today for Zachary Proper, the 13-year-old Oil City boy who is accused of killing his grandparents. The case has been moved to the Court of Common pleas.

Proper’s court-appointed attorney, Virginia Garris Sharp, has filed a motion to transfer the case to juvenile court.

The motion forced today’s preliminary hearing to be cancelled.

Proper faces two counts of Criminal Homicide in connection with the October 8 shooting deaths of his grandparents, George Fross and Dorothy Fross, at their Sandycreek Township home.

He remains in custody due to severity of the charges.
