Bomb Squad Called, Charges Pending After Explosive Devices Discovered in Franklin Apartment

FRANKLIN, Pa. (EYT) – Two local residents are facing felony charges after drugs, paraphernalia, and two homemade explosive devices were found in an apartment in Franklin on Tuesday.

Around 2:30 p.m. on Tuesday, December 10, Sugarcreek Borough Police responded to an apartment on Crestview Drive with Children and Youth Services (CYS) for a report of the possible manufacture of methamphetamine.

Upon their arrival at the scene, Lieutenant Baker, of the Sugarcreek Borough Police, spoke with the residents of the apartment regarding a plastic bag with white powder residue in the trash. The residents allegedly stated they thought it was cocaine.

Another officer was then called to check and ensure that there were no other occupants in the apartment. While clearing the apartment, the officer discovered drugs and drug paraphernalia in multiple rooms throughout the apartment, in plain view.

The apartment was then secured, and a search warrant was prepared and granted.

Police say officers were able to seize multiple drugs and a large box of paraphernalia.

Two homemade explosive devices were also found inside the apartment.

Members of the Pennsylvania State Police Bomb Squad were then called to the scene. Upon their arrival, they secured two explosive devices, removed them from the apartment, and transported them to a safe location.

According to police, around 10:00 p.m., when the Bomb Squad members attempted to render the one device safe, it detonated, causing a “considerable crater.” The smaller of the two devices was able to be made safe and was subsequently secured by the state police for continued investigation.

Police say 25-year-old Kassidy Clark and 24-year-old Sean Roxberry, both of Rocky Grove, were then arraigned in front of Magisterial District Judge Andrew F. Fish on the following charges:

– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 3
– Risking Catastrophe, Felony 3
– Possession of Controlled Substance, Misdemeanor (two counts)
– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

Unable to post $25,000.00 each monetary bail, they were both lodged in the Venango County Jail.

Preliminary hearings are scheduled for 1:30 p.m. on Wednesday, December 18, with Judge Fish presiding.
