Charges Filed Against Oil City Man Accused in High Speed Pursuit on Route 257

OIL CITY, Pa. (EYT) – An Oil City man was recently arraigned on charges related to a high speed pursuit that occurred on State Route 257 earlier this month.

Court documents indicate 44-year-old Todd Shull, of Oil City, was arraigned in front of Magisterial District Judge Andrew F. Fish at 11:00 a.m. on January 22, on the following charges:

– Fleeing or Attempting to Elude Officer, Felony 3
– Flight To Avoid Apprehension/Trial/Punishment, Misdemeanor 2
– Reckless Driving, Summary

Unable to post $5,000.00 monetary bail, he was lodged in the Venango County Jail.

The charges stem from an incident that occurred in Oil City earlier this month.

According to a criminal complaint, on January 12, Oil City Police were contacted by the constable regarding the whereabouts of Todd Shull, who is familiar to Oil City Police from prior law enforcement matters.

The constable then reported he had seen Shull, who was wanted on outstanding charges, operating a silver Ford F-150 in Oil City and provided police with the location. The constable stated he was able to positively identify Shull as the driver of the vehicle, the complaint notes.

Based on the information provided, police located Shull, who was still operating the vehicle, in the area of the 1100 block of East Second Street. Police then attempted a traffic stop.

Shull reportedly continued traveling onto State Route 257, then began pulling the truck to the side of the road for approximately two-tenths of a mile before continuing on Route 257, accelerating to a high rate of speed, according to the complaint.

Due to the traffic patterns and concern for other motorists, as Shull was passing other vehicles at a high rate of speed, police then chose to terminate the pursuit, the complaint states.

A preliminary hearing is scheduled for 8:30 a.m. on January 27, with Judge Fish presiding.

Court documents indicate Shull also faces another hearing at 3:00 p.m. on February 10, on misdemeanor simple assault and disorderly conduct charges related to an incident in Oil City in late October 2020.
