Clarion Woman Involved in Rape of Young Girl Sentenced to 2 to 4 Years In Jail on Robbery, Statutory Sexual Assault

CLARION, Pa. (EYT)  — A Clarion woman facing dozens of other charges involving the rape of a young girl was recently sentenced on two felonies from other cases that occurred earlier this year.

In the Clarion County Court of Common Pleas, President Judge James Arner handed down two sentences of 12 to 24 months confinement to Stephanie Andreas, 36, of Clarion, on two separate charges related to a March 2016 robbery in which Bassam Kamel Yakteen was mugged and attacked. That investigation also revealed that Andreas allegedly sexually assaulted a 15-year-old boy.

As part of two separate plea deals, Andreas pleaded guilty to charges of Statutory Sexual Assault, a first-degree felony, and Conspiracy – Robbery/Inflict Threat Immediate Bodily Injury, a second-degree felony.

Andreas was also ordered the following conditions of her sentence for the Statutory Sexual Assault offense:

– The defendant shall have no contact with the minor victim of the statutory sexual assault.
– The defendant shall submit to DNA testing and pay the costs.
– The defendant shall pay the cost of prosecution.
– The defendant shall successfully complete sex offender counseling.

Andreas will serve those sentences consecutively.

Andreas and Yakteen, 69, of Clarion, (the victim of the mugging) are also facing numerous felony charges in a case the sexual assault of a young girl.

According to a previously-published story on exploreclarion.com, an investigation was initiated November 16 after Clarion Borough Police received a Children & Youth Services (CYS) report involving the sexual assault of an underage girl.

The victim told a case worker that she was sexually assaulted by Yakteen multiple times at a residence in Clarion. She stated that Andreas forced her to have sex with Yakteen. Andreas allegedly told the victim that she would give her money if she obeyed and had sex with Yakteen. Andreas also allegedly watched the victim having sex with Yakteen, according to the criminal complaint.

On December 8, Peck attended a forensic interview with the victim at Western PA CARES for Kids.

During the forensic interview, the victim described Yakteen as “jolly” and “drunk.” She provided a detailed account, stating that Yakteen took her into a bedroom and had sex with her. Once inside the bedroom, Yakteen allegedly told the victim that he would kill her if she didn’t have sex with him, the complaint states.

The victim then stated that Yakteen had sex with her the next day and again threatened to kill her if she did not comply. She told the interviewer that Yakteen had sex with her approximately five times that week, according to the criminal complaint.

Andreas Interviewed

On December 13, 2016, Peck spoke with Andreas at the Clarion County Jail.

Andreas told Peck that she met Yakteen at a church dinner in August 2015. She stated that approximately two weeks later he began providing her with food, money, and cigarettes. Yakteen and Andreas eventually began forming a romantic relationship, according to the criminal complaint.

The criminal complaint states that Andreas admitted to observing Yakteen having sexual intercourse with the victim twice and said that the abuse occurred multiple times between November 2015 and February 2016. Andreas also told Peck that Yakteen admitted to having an obsession with young girls.

Andreas told police that the abuse ended in February 2016 when she stopped allowing Yakteen to visit the residence.

The criminal complaint states that Andreas told Peck that she “made a deal” with Yakteen in which he would pay her bills and provide money, cigarettes, and food in exchange for her silence about the abuse.

Yakteen Interviewed

On December 14, 2016, around 9:50 a.m., Peck located Yakteen on Main Street in Clarion Borough. Yakteen agreed to go to the Clarion Borough Police Department to be interviewed about the alleged sexual abuse.

Yakteen confirmed that he met Andreas in August 2015 and later began to form a romantic relationship with her.

The criminal complaint states that Yakteen told Peck that he provided Andreas with food and money and paid her bills.

Yakteen told Peck that when Andreas “gets out of the jail,” they are going to move in together and get married.

Yakteen admitted to going into the bedroom with the child but denied sexually abusing her.

The following charges were filed against Yakteen:

  • Rape of Child, Felony 1 (5 counts)
  • Conspiracy – Rape of Child, Felony 1 (5 counts)
  • Statutory Sexual Assault: 11 Years Older, Felony 1 (5 counts)
  • Conspiracy – Statutory Sexual Assault: 11 Years Older, Felony 1 (5 counts)
  • Sexual Assault, Felony 2 (5 counts)
  • Conspiracy – Sexual Assault, Felony 2 (5 counts)
  • Indecent Assault Person Less than 13 Years of Age, Felony 3 (5 counts)
  • Conspiracy – Indecent Assault Person Less than Years of Age, Felony 3 (5 counts)
  • Sexual Exploitation Of Children Offense Defined, Felony 2 (5 counts)
  • Terroristic Threats W/ Int To Terrorize Another, Misdemeanor 1 (2 counts)

Yakteen was lodged in the Clarion County Jail after failing to post $500,000.00 cash bail.

He is awaiting a preliminary hearing.

The following charges were filed against Andreas:

  • Conspiracy – Rape of Child, Felony 1 (5 counts)
  • Conspiracy – Statutory Sexual Assault: 11 Years Older, Felony 1 (5 counts)
  • Conspiracy – Sexual Assault, Felony 2 (5 counts)
  • Conspiracy – Indecent Assault Person Less than Years of Age, Felony 3 (5 counts)
  • Conspiracy – Sexual Exploitation Of Children Offense Defined, Felony 2 (5 counts)
  • Corruption Of Minors – Defendant Age 18, Felony 3 (5 counts)
  • Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 3

Andreas faces a preliminary hearing on January 3, 2017, at 10:15 a.m. in front of Magisterial District Judge Duane L. Quinn.
