Franklin Man Accused of Forcing 11-Year-Old Girl to Touch Him Inappropriately Faces Sentencing Today

VENANGO CO., Pa. (EYT) – A Franklin man accused of forcing an 11-year-old girl to touch him inappropriately will be sentenced on Friday afternoon.

According to court documents, 33-year-old Ryan Edward Rankin, of Franklin, will be sentenced in Venango County Court of Common Pleas with President Judge Marie T. Veon on Friday, June 2, at 1:30 p.m.

Court documents indicate a motion to schedule a guilty plea hearing and sentencing was filed on May 5 by Eric Alan Padin, who is representing Rankin.

The following offenses were held for court on October 19, 2022:

– Unlawful Restraint of Minor/Parent – Involuntary Servitude, Felony 2
– False Imprisonment of Minor/Parent, Felony 2
– Corruption Of Minors – Defendant Age 18 or Above, Felony 3
– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 3
– Indecent Assault Person Less than 13 Years of Age, Misdemeanor 1

Details of the case:

According to a criminal complaint, police received a CYS report on October 6 alleging an occurrence of sexual assault of a minor at a residence in Sugarcreek Borough, Venango County.

The criminal complaint states that the father of an 11-year-old female victim reported that his daughter had been forced to inappropriately touch Ryan Rankin while they were in bed together over the weekend. Sugarcreek Borough Police officers scheduled a forensic interview with the victim.

On October 11, a forensic interview was conducted with the 11-year-old victim, who stated that she was made to cuddle with Rankin, the complaint states.

The victim further stated that over the weekend, she and Rankin were in bed together with no other persons present when Rankin held her to the bed with his leg, the complaint indicates.

Rankin then took the victim’s hand, placed it on his penis and asked her “if she knew what it was that she was touching,” the complaint notes.

Rankin was arraigned at 3:15 p.m. on October 11 in front of Magisterial District Judge Patrick E. Lowrey.
