Franklin Man Accused of Sexual Assault of Two Young Girls

EMLENTON, Pa. (EYT) – A Franklin man has been accused of inappropriately touching two young girls on multiple occasions in late 2019 and early 2020.

According to court documents, criminal charges were filed against 28-year-old Dominic James Stokes in Magisterial District Judge Patrick E. Lowrey’s office on Monday, May 23.

According to a criminal complaint, Franklin-based State Police received a report of suspected child abuse from Children and Youth Services on or about Thursday, February 24, 2022.

The report initiated an investigation into the sexual assault of two juvenile female victims.

On March 20, a trooper interviewed the two known juvenile victims. The first victim reported that Dominic Stokes had touched her on multiple occasions. She stated that Stokes put his hands up her shirt and touched her, the complaint states.

The victim also told police that Stokes touched her between her legs on the outside of her clothing on multiple occasions. It was determined that these incidents occurred between September 2019 and approximately January 2020, at which time the victim would have been 11 to 12 years old, the complaint indicates.

The victim indicated she just recently told a friend who she trusted that Stokes had touched her, the complaint notes.

The second victim disclosed that Stokes put his hand up her shirt, as well. She related that Stokes would put his hand on her thigh, but he never touched her between her legs, the complaint states.

She further told police that Stokes also tried to kiss her on the cheek. She was asked if she was aware Stokes was doing these things to the other victim, and she indicated she was, the complaint indicates.

The second victim was asked how often these types of incidents would occur, and she indicated sometimes a couple of times a week, the complaint notes.

Both victims indicated these incidents would occur when Stokes would try to cuddle with them. They also stated that Stokes would try to make them feel bad for him when they wouldn’t cuddle with him, according to the complaint.

Stokes was arraigned at 1:30 p.m. on Monday, May 23, in front of Judge Lowrey on the following charges:

– Indecent Assault Person Less Than 13 Years of Age, Felony 3 (two counts)
– Corruption of Minors – Defendant Age 18 or Above, Felony 3 (two counts)

He is currently free on $10,000.00 unsecured bail.

A preliminary hearing is set for 1:30 p.m. on Wednesday, June 1, with Judge Lowrey presiding.
