Local Man Charged Following Foot Chase in Oil City

OIL CITY, Pa. (EYT) — Criminal charges have been filed against a local man who reportedly led police on a foot chase in Oil City last week.

Court documents indicate the Oil City Police Department filed criminal charges against 28-year-old Billie Owen Sanner, of Oil City.

According to a criminal complaint, around 12:21 p.m. on Tuesday, October 5, Oil City Police were dispatched to a report of a domestic incident at the Family Dollar store involving a male and a female arguing in the parking lot before getting into a silver Ford Focus and driving behind the building.

At the scene, police located the vehicle and found two males outside the vehicle and a female and a juvenile male inside the vehicle. The two men were then asked to get back into the car. Police asked all of the individuals for identification, but the complaint indicates none of them were able to provide any.

While police were checking the names that the individuals gave them, the backseat passenger started getting out of the vehicle and was ordered to stay in the car.

According to the complaint, the man said “I gotta go,” and ran off on foot with police in pursuit. After a short chase, the man, later identified as Billie Sanner, was apprehended and placed under arrest.

The complaint notes the name that Sanner had given police while he was still in the vehicle was a false name.

Police then performed a search incident to arrest and found numerous items of drug paraphernalia, including syringes, methamphetamine pipes, marijuana roaches, and digital scales, in Sanner’s bag, along with marijuana and a large about of baggies, according to the complaint.

The complaint notes police also discovered Sanner had an outstanding warrant for failing to return to a halfway house in Erie County.

Sanner was arraigned in front of Magisterial District Judge Andrew F. Fish at 3:00 p.m. on October 5, on the following charges:

– Flight To Avoid Apprehension/Trial/Punishment, Misdemeanor 2
– Resist Arrest/Other Law Enforcement, Misdemeanor 2
– False Identification To Law Enforcement Officer, Misdemeanor 3
– Deliver/Intent To Deliver Drug Paraphernalia, Misdemeanor (three counts)
– Possession of Controlled Substance, Misdemeanor (two counts)
– Use/Possession Of Drug Paraphernalia, Misdemeanor (eight counts)

He was lodged in the Venango County Jail with bail denied due to being a flight risk, according to the court documents.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, October 13, with Judge Fish presiding.
