Local Man Who Led Police on Foot Chase After Being Found Unresponsive on Sidewalk Due in Court Wednesday

FRANKLIN, Pa. (EYT) – A local man who led police on a foot chase in Franklin after being discovered unresponsive on a sidewalk is scheduled to stand for a hearing on Wednesday.

Court documents indicate 27-year-old Steven Darrel Marshall, of Franklin, is scheduled to stand for a preliminary hearing in front of Magisterial District Judge Matthew T. Kirtland at 8:30 a.m. on Wednesday, August 5.

He faces the following charges:

– Flight To Avoid Apprehension/Trial/Punishment, Felony 3
– False Identification To Law Enforcement Officer, Misdemeanor 3
– Possession of Controlled Substance, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor
– Criminal Mischief – Damage Property

He is currently lodged in the Venango County Jail on $15,000.00 monetary bail.

The charges stem from an incident that occurred in Franklin in late June.

Details of the case:

According to a criminal complaint, on June 30, Franklin Police were dispatched to a report of an unresponsive man sleeping on the sidewalk at the intersection of Buffalo Street and Seventh Street.

Police then located the man and attempted to wake him. It took several attempts before police were able to wake the man. The officers then informed the man they were just checking on his welfare since he was out in sweatpants in 90-degree weather, the complaint indicates.

According to the complaint, the man stated that he was fine, and when asked, identified himself as “Mark Willer.” He also told police he was waiting for a known female to pick him up. However, when police were advised that no record for that name was available, the man overheard the message, and reportedly began to flee on foot.

The officers chased the man, who then dropped all of his belongings, which were retrieved by Franklin Police.

The complaint states that through later contact with the known female the man had named, as well as another woman, as well as additional investigation, the officers were able to positively identify the man as Steven Marshall.

Police then discovered several active warrants for Marshall and found a digital scale, a metal spoon with residue, a cut straw, and two green pills in a stamp baggie among the items Marshall had dropped while fleeing, according to the complaint.

Marshall was arraigned in front of Magisterial District Judge Matthew T. Kirtland at 1:45 p.m. on July 21.
