Oil City Couple Accused of Locking Their Three Children in Room, Abusing Them Due in Court on Wednesday

VENANGO CO., Pa. (EYT) — Hearings for a local couple who allegedly abused their three children over the course of approximately three years are scheduled for Wednesday afternoon.

According to court documents preliminary hearings for 43-year-old Roger Lee Bosley Jr. and 38-year-old Courtnie M. Winters, both of Oil City, are scheduled for Wednesday, February 8, at 1:30 p.m. in Venango County Central Court with Magisterial District Judge Matthew T. Kirtland presiding.

Both defendants are facing the following charges:

– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 3 (three counts)
– Recklessly Endangering Another Person, Misdemeanor 2 (three counts)

Winters is also facing the following charge:

– Simple Assault, Misdemeanor 1

Both individuals are currently free on $10,000.00 unsecured bail.

Details of the case:

According to a criminal complaint, police received a report of a child at a residence on East 5th Street in Oil City, Venango County, who did not want to go home on April 29.

Upon arrival, police made contact with the child and homeowner. The child stated she does not feel safe at her home, the complaint states.

Venango County Children & Youth Services was contacted.

Police have received numerous reports from CYS relating to this case with the above juvenile, as well as two other juveniles in the same household, the complaint indicates.

The reports state that the three juvenile children are not being properly cared for and are not receiving proper hygiene, as well as being physically abused, the complaint notes.

Some of the allegations are that all three children are being locked in a room with the doorway locked shut with a padlock, the complaint states.

When this happens, the children have no way to exit the room, should they need to in the event of an emergency, the complaint indicates.

The children are not allowed to leave to use the bathroom and are being forced to urinate in the room, according to the complaint.

The room has pillows and blankets only, the complaint states.

The children are also forced to stand against the wall with their arms extended for long periods of time as a form of punishment. This sometimes happens from when the children get home from school until late at night or early hours of the morning, the complaint indicates.

The children have had all of their clothing taken away and are forced to wear the same outfit over and over, the complaint notes.

It is alleged that the children are not allowed to properly bathe on a regular basis, the complaint states.

According to the complaint, one child reported that Courtnie Winters slammed her head off a wall, causing a laceration that needed medical attention. However, the child was not taken to the hospital or any medical facility for treatment.

The children’s father, Roger Bosley Jr., knew about the injury and failed to provide adequate medical attention for it. Officers viewed a noticeable scar above the child’s eye to corroborate the event, the complaint notes.

It was also reported that the children are often struck with items such as belts and utensils, the complaint states.

Police were informed by CYS that one of the children had noticeable bruises on his/her thighs that were consistent with being struck with a belt, the complaint indicates.

On September 27, a forensic interview was conducted with one of the children who stated all the above facts that were previously reported to CYS, the complaint notes.

It is believed that this began happening sometime in 2019 until 2022. Because of the lengthy course of conduct and the fact that there are multiple victims, a warrant of arrest was requested for Bosley and Winters, the complaint states.

Bosley and Winters were arraigned on January 19, in front of Judge Kirtland.
