Oil City Man Accused of Raping, Kidnapping, Threatening to Kill Woman

OIL CITY, Pa. (EYT) — An Oil City man is behind bars for reportedly raping, kidnapping, and threatening to kill a woman. 

According to court documents, the Oil City Police Department filed criminal charges against 35-year-old Jesse Joe Greenhalgh in Magisterial District Judge Andrew F. Fish’s office on Friday, September 30.

According to a criminal complaint, the Oil City Police Department was requested to assist State Probation and Parole at a residence on Cooper Avenue, in Oil City, Venango County, on September 30. State Probation and Parole were attempting to make contact with Jesse Greenhalgh at this residence for possessing a firearm and making threats to kill a known female victim.

Probation officers made contact with Greenhalgh inside the residence and asked where the firearm was located. Greenhalgh told police it was inside the garage, and officers retrieved it.

While officers interviewed the victim, Greenhalgh was placed in custody for being a felon in possession of a firearm.

The victim told police she noticed her Smith and Wesson M&P was missing from a shelf in the residence and that there were shells and razor blades on the floor, causing her to fear Greenhalgh, the complaint states.

The victim explained she went downstairs to care for her children when Greenhalgh came inside and said “409.” He then went upstairs and called for the victim to come upstairs.

Greenhalgh then asked the victim to come into the bedroom, but she refused as she went back downstairs and into the kitchen.

According to the complaint, Greenhalgh became angry and grabbed the victim by the throat and slammed her against the wall, cutting off air circulation to the point she could not breathe.

The victim told police she became faint and unsteady on her feet. She also stated that her head felt fuzzy, and that Greenhalgh left the room after strangling her, the complaint indicates.

Moments later, Greenhalgh yelled for the victim to come upstairs again. The victim explained she was afraid that if she didn’t comply that he was going to hurt her again, the complaint notes.

The victim went upstairs and once inside the bedroom, she said Greenhalgh wanted to “talk about being together,” the complaint states.

Greenhalgh told the victim that she “was going to end today,” as he was cutting his left arm with a razor blade. Greenhalgh then told her “409” is the number of days they’ve been together and that he started to cut himself for every day that they’ve been together, the complaint states.

The victim told police that he cut himself around 97 times at this point, the complaint indicates.

Greenhalgh then stated that the victim needs to feel physical pain like he does and continued to cut himself. While inside the bedroom, Greenhalgh presented a firearm to the victim that he had on the bed behind clothing. The victim told Greenhalgh that she wasn’t going to cut him, the complaint notes.

After being in the bedroom for approximately two hours, the victim explained she was able to talk Greenhalgh to the point he put the firearm down. She “felt relief” and sat down on the end stand from a two-hour standing position. At this point, Greenhalgh came over to her and placed his hand on her leg and stated that she “needed lifted up.” Greenhalgh then literally lifted her up off the nightstand and placed her on the bed and began to touch her inappropriately, according to the complaint

The victim asked Greenhalgh to go to the bathroom, to which he agreed. The victim came back out after a period as he went into the bathroom to clean blood off of his arm.

After coming back out of the bathroom, Greenhalgh raped the victim, the complaint states.

The victim said she was able to leave the house in the morning while Greenhalgh was still asleep.

Greenhalgh was arraigned at 8:30 a.m. on Saturday, October 1, on the following charges in front of Judge Fish:

– Aggravated Assault — Attempts to cause SBI or causes injury with extreme indifference, Felony 1
– Kidnap to Facilitate a Felony, Felony 1
– Kidnap to Inflict Inj/Terror, Felony 1
– Rape Forcible Compulsion, Felony 1
– Theft By Unlaw Taking-Movable Prop, Felony 1
– Strangulation — Applying Pressure to Throat or Neck, Felony 2
– Indecent Assault Forcible Compulsion, Misdemeanor 1
– Indecent Assault Forcible Compulsion, Misdemeanor 1
– Unlawful Restraint/ Serious Bodily Injury, Misdemeanor 1
– Terroristic Threats W/Intent to Terrorize Another, Misdemeanor 1
– False Imprisonment, Misdemeanor 2
– Recklessly Endangering Another Person, Misdemeanor 2
– Simple Assault, Misdemeanor 2 (two counts)
– Harassment — Comm. Lewd, Threatening, Etc. Language, Misdemeanor 3

Greenhalgh is lodged in the Venango County Prison with bail denied due to the severity of charges.

A preliminary hearing is set for Wednesday, October 5, at 1:30 p.m., in Venango County Central Court with Judge Fish presiding.
