Oil City Man Accused of Shoving His Way in a Woman’s Home, Assaulting Her

OIL CITY, Pa. (EYT) – An Oil City man is behind bars after he shoved his way inside a woman’s house and then assaulted her during a domestic incident.

According to court documents, on November 21, the Oil City Police Department filed criminal charges against 21-year-old Demarco Glenn Francis.

According to a criminal complaint, around 8:28 a.m. on November 21, Oil City Police were dispatched to a residence on Colbert Avenue for a report of a domestic incident.

At the scene, police spoke with a known female victim who the officer notes had a black eye and blood on her lips. The victim reported that Demarco Francis had attacked her. The victim and a known witness then gave statements about the events of the prior night into the early morning, according to the complaint.

The victim reported she, the witness, and Francis had been at a party in the Reno area, and she went get breakfast for everyone because the witness and Francis were both intoxicated.

The victim told police that she and the witness were then unable to find their phones, and the witness was also missing a vape, so she went to find the missing items and came back with the cell phones. She reported that when she mentioned not being able to locate the vape, Francis suddenly became irritated and said she and the witness were “nothing but drama” and were “toxic.” He then insisted the victim give him a ride home and became aggressive with her, according to the complaint.

The victim said she agreed to take Francis home, and she and the witness then drove Francis to his residence on Vo Tech Drive. She reported that a short time later, Francis attempted to contact the witness multiple times, and when they spoke to him, he said he left his keys in the car and needed them.

The victim told police that she “had a bad feeling” and did not want to go and even asked the witness if they could just pull up and throw the keys from the vehicle to avoid having to be around Francis again.

According to the complaint, the victim reported that when they arrived back at Francis’ residence, Francis jumped into the vehicle. She told police that when she asked him to just get out and go home so they could leave, he refused. She then begged him to let them go home, and he refused again. The victim then got out of the vehicle and attempted to walk away.

The victim stated that Francis then followed her and began arguing with her about events that occurred earlier in the night. She noted that a neighbor in the area made a comment about calling the police, which caused them all to get back into the vehicle and leave the area, the complaint indicates.

The victim reported that while driving back to her residence, Francis grabbed her by the throat while she was driving, causing the witness to grab the steering wheel to avoid causing a crash. The victim told police that when she pulled over and exited the vehicle to enter her residence, Francis followed, despite her repeated requests to leave her alone. She also reported that she told Francis she was scared and wanted him to go away, according to the complaint.

The victim stated that when she entered her home, Francis pushed his way in and locked the door behind him. He then “got in the victim’s face and became verbally aggressive” as the victim told him to get out of her house, the complaint states.

Francis then began striking the victim in the head and face, and when the victim fell to the ground, Francis kicked her in the ribs. The victim reported that when she got free, Francis fled the residence on foot, according to the complaint.

Francis was arraigned in front of Magisterial District Judge Matthew T. Kirtland at 4:55 p.m. on November 21, on the following charges:

– Criminal Trespass-Enter Structure
– Strangulation – Applying Pressure to Throat or Neck, Misdemeanor 2
– False Imprisonment, Misdemeanor 2
– Recklessly Endangering Another Person, Misdemeanor 2 (two counts)
– Simple Assault, Misdemeanor 2 (two counts)
– Disorderly Conduct Engage in Fighting, Misdemeanor 3
– Harassment – Subject Other to Physical Contact, Summary

Unable to post $50,000.00 monetary bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 10:30 a.m. on December 2 in Venango County Central Court with Judge Kirtland presiding.
