Oil City Man Arrested for DUI With Two-Year-Old Child in Vehicle

FRANKLIN, Pa. (EYT) – An Oil City man has been arrested for DUI with his two-year-old child in the vehicle.

According to court documents, 37-year-old Lucas Christopher Donze, of Oil City, was arraigned at 2:00 a.m. on Friday, March 8, in Magisterial District Judge Matthew T. Kirtland’s office on the following charges:

– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 1
– DUI: Controlled Substance – Schedule I – 2nd Offense, Misdemeanor 1

The charges stem from an incident that occurred at 10:40 a.m. on February 8, 2019, at 201 13th Street, in Franklin, Venango County.

According to a criminal complaint, Patrolman Floor, of the Franklin Police Department, was dispatched on February 8 to McDonald’s for a report of an intoxicated male driving with a child in the vehicle.

Patrolman Floor made contact with Lucas Donze, the driver of a Honda Sedan with a PA registration.

The complaint states that upon speaking with Donze, outward signs of impairment were observed, such as glassy, bloodshot eyes, slurred speech, slowed reaction, and confusion.

Patrolman Floor questioned Donze whether he has taken any illegal drugs, and Donze stated that he did not; he only takes prescription drugs, the complaint states.

Donze performed poorly on SFST (Standardized Field Sobriety Testing) and was arrested for DUI.

A DRE (Drug Recognition Expert) evaluated Donze at the Franklin Police Department, and it was concluded that Donze was under the influence to the degree that he could not safely drive, according to the complaint.

Donze refused any chemical testing.

CYS was contacted for Donze’s two-year-old child who was in the back seat.

Donze is free on $10,000.00 unsecured bail.

A preliminary hearing is scheduled for 1:30 p.m. on Wednesday, March 13 in front of Judge Kirtland.
