Oil City Man Awaits Sentencing on Terroristic Threats Charge

VENANGO CO., Pa. (EYT) – An Oil City man is awaiting sentencing on a terroristic threats charge stemming from a domestic dispute in September.

According to court documents, 60-year-old Timothy Lloyd Proper was arraigned in front of Magisterial District Judge Andrew F. Fish on September 5 following an investigation into an incident that happened the previous day.

On September 4 around 9:37 p.m., an Oil City Police Officer spoke to a known female at the police station to report that her boyfriend, Timothy Proper, assaulted her and threatened to kill her, according to the complaint.

The victim stated that she was in her apartment with Proper when they started arguing. She told Proper to leave, and he took his middle finger and poked her in the neck area three times. She then stated that before he left the apartment, he threatened to kill her, the complaint indicates.

The trooper saw red marks “above the victim’s neck area on the left side of her face,” allegedly indicating the contact from Proper, according to the complaint.

Proper was arraigned on Monday, September 5, at 4:10 p.m. in front of Judge Fish on the following charges:

– Terroristic Threats with Intent to Terrorize Another, Misdemeanor 1
– Simple Assault, Misdemeanor 2
– Harassment – Subject Another to Physical Contact, Summary

Unable to post a $25,000.00 monetary bail, he was lodged in the Venango County Prison.

The case was transferred to the Venango County Court of Common Pleas on September 16.

Court records show that a plea was negotiated on the first-degree misdemeanor Terroristic Threats charge on October 25. The second-degree misdemeanor charge of Simple Assault and the summary charge of Harassment were dismissed.

A date for sentencing has not yet been set.
