Oil City Man Caught Performing Sex Act on Wye Bridge Waives Hearing

OIL CITY, Pa. (EYT) — An Oil City man who was caught performing a sex act on the Wye Bridge waived his hearing in court on Wednesday.

Court documents indicate the following charges against 36-year-old Allan Davis were waived for court on Wednesday, June 9:

– Indecent Exposure, Misdemeanor 2
– Open Lewdness, Misdemeanor 3
– Disorder Conduct Obscene Language/Gesture, Misdemeanor 3
– Public Drunkenness And Similar Misconduct, Summary

The charges have been transferred to the Venango County Court of Common Pleas.

Davis remains lodged in the Venango County Jail on $7,500.00 monetary bail.

Details of the case:

According to a criminal complaint, around 8:13 p.m. on June 2, a known juvenile contacted the Oil City Police to report that there was a man on the Wye bridge masturbating.

Police responded to the scene and approached from both sides of the bridge.

The officers then found Allan Davis laying on the walkway of the bridge masturbating.

According to the complaint, when Davis saw the officers, he immediately put away his genitals and zipped up his pants, then stood up and began yelling about the officers coming to arrest him.

Davis reportedly screamed obscenities, stating that officers were “out arresting his people,” and also stating that officers “should not arrest drug users and drug dealers,” according to the complaint.

Davis also allegedly said that “he should be free to use drugs whenever he wants,” the complaint continues.

Davis was then taken into custody.

The complaint notes that Davis told officers that he had “snorted really good methamphetamine” approximately 20 minutes earlier.

He also reportedly stated that he was imagining part of a woman’s anatomy “to calm down,” and then told the officers that he “wanted to rape someone,” the complaint indicates.

Davis was arraigned in front of Magisterial District Judge Patrick E. Lowrey at 1:50 p.m. on June 3.
