Oil City Man Charged With Kicking, Punching, Spitting on Police Officers Due in Court Tomorrow

VENANGO CO., Pa. (EYT) – An Oil City man who reportedly kicked, punched, and spat on officers who responded to a report of a mental health emergency at an Oil City residence is due to stand for a hearing in court tomorrow.

Court documents indicate 49-year-old Richard K Patterson is scheduled to stand for a preliminary hearing in Venango County Central Court at 1:30 p.m. on Wednesday, September 30, on the following charges:

– Aggravated Assault – Attempts to cause or causes Bodily Injury to designated individuals, Felony 2
– Resist Arrest/Other Law Enforcement, Misdemeanor 2
– Disorderly Conduct Engage In Fighting, Misdemeanor 3

Patterson is currently free on $15,000.00 unsecured bail.

The charges stem from an incident that occurred in Oil City earlier this month.

Details of the case:

According to a criminal complaint, around 9:50 a.m. on September 13, Oil City Police were dispatched to a residence on West Third Street for a report of a mental health emergency. While en route, they were informed no weapons were involved, and the man involved was wearing only shorts with no shirt.

At the scene, police observed a man on the back porch yelling at the sky and throwing items off the porch. A known woman at the scene then informed police the man’s name was Richard Patterson and also told them he has known mental health issues and was believed to be under the influence of drugs.

Police then announced themselves and began approaching Patterson, asking if they could help him.

According to the complaint, Patterson answered by telling the officers to “(expletive) off,” and then threw a glass filled with some kind of liquid off the porch. He then went back inside the residence and slammed the door.

The officers followed Patterson, concerned he might be trying to get a weapon to harm himself or others.

According to the complaint, Patterson was then found lying on the couch in the residence, visibly under the influence of a controlled substance and a mental health emergency. The officers then asked Patterson again if he would speak to them, at which point he reportedly stated, “just shoot me with your gun,” and kicked one of the officers in the left hip.

Patterson was then placed into custody for his own safety and the safety of everyone at the scene.

While he was being handcuffed, Patterson spat in the faces of two officers and also punched one of the officers. He also reportedly refused to comply with the officers and resisted arrest, according to the complaint.

The charges were filed through Magisterial District Judge Patrick E. Lowrey’s office on September 13.
