Oil City Man Faces Charges for Theft of Bicycle

OIL CITY, Pa. (EYT) – An Oil City man is facing criminal charges after he allegedly stole a bike from a woman’s garage.

Court documents indicate the Oil City Police Department filed criminal charges against 40-year-old Todd Matthew Millard.

According to a criminal complaint, on September 21, a known female reported that Todd Matthew Millard went into her garage without permission. The victim said she went into the garage and found that things had been moved around.

The victim contacted police again on September 22 to report that Millard had stolen a black Mongoose BMX bicycle from the garage.

According to the complaint, it was found that the victim had confronted Millard about taking the bicycle, at which time he admitted to taking it because he needed a ride home.

Patrolman Rosenberger, of the Oil City Police Department, then contacted Millard and asked him about the bicycle. Millard then agreed to bring it to the Oil City Police Department and did so later that day, the complaint indicates.

According to the complaint, while at the police station with the bike, Millard used nail polish to attempt to remove spray paint from the bicycle.

The following charges were filed through Magisterial District Judge Andrew F. Fish’s office on September 30:

– Theft By Unlawful Taking-Movable Property, Misdemeanor 1
– Receiving Stolen Property, Misdemeanor 1
– Criminal Mischief, Misdemeanor 3

A preliminary hearing is scheduled for Wednesday, October 30, at 1:30 p.m. in Venango County Central Court with Judge Fish presiding.

A certified summons was issued to Millard on September 30.
