Oil City Man Waives Preliminary Hearing on Drug Charges, Resisting Arrest

OIL CITY, Pa. (EYT) – An Oil City man charged with resisting arrest and drug charges waived a preliminary hearing on Wednesday.

According to a criminal complaint filed at Magisterial District Judge Michael D. Snyder’s office, the incident occurred on June 13 at 2:10 a.m. when OCPD officers observed an individual yelling profanities and using racial slurs while walking on Seneca Street.

Police say the man, later identified as 25-year-old Matthew Charles Silvers, of Oil City, was taken into custody on charges of Public Drunkenness and Disorderly Conduct.

The criminal complaint states that police then found Silvers to be in possession of a glass pipe with marijuana residue, two packs of rolling papers, and a digital scale with marijuana residue.

Police say Silvers pulled away from officers and resisted when they attempted to place him into the police car.

Silvers was eventually placed into the vehicle by multiple officers.

Upon our arrival at the Oil City Police Station, Silvers allegedly began slamming his head into the partition in the vehicle. Police say he also spit on the interior of the vehicle. Silvers was asked to step out of the vehicle, at which point he allegedly replied with obscene language and refused to move.

According to the complaint, Silvers was removed from the vehicle when he again attempted to pull away from the officers.

Police say Silvers was also combative and “aggressive” towards officers inside the police station.

The following charges were subsequently filed against Silvers at Magisterial District Judge Michael D. Snyder’s office:

– Resist Arrest/Other Law Enforcement, Misdemeanor 2
– Use/Possession of Drug Paraphernalia (3 counts)
– Disorderly Conduct Engage in Fighting
– Public Drunkenness and Similar Misconduct

Online court documents show that Silvers waived a preliminary hearing yesterday in Venango County Central Court.

Silvers remains lodged in the Venango County Jail on $25,000.00 bail.
