Oil City Police Respond to Domestic Dispute; Woman Jailed on Drug Possession

OIL CITY, Pa. (EYT) — An Oil City woman has been accused of drug possession following her arrest for disorderly conduct.

Officers from the Oil City Police Department responded to 109 Orchard Street after several hang up calls came into the OCPD dispatch center.

Upon arrival, officers made contact with the residents — 39-year-old Heather Reisinger and 48-year-old Timothy Sibble.

According to police, “they were still actively engaged in a verbal domestic dispute and under the influence of intoxicants.”

“As officers investigated the incident, it was discovered that Reisinger was the aggressor, waking Sibble from a dead sleep, and re-starting an argument that officers responded to less than eight hours prior. This is a continued course of conduct at this residence. Officers have responded to over a dozen similar incidents in the past six months, many of which have resulted in arrest,” according to police.

Both suspects were arrested on the scene for the incident.

Reisinger was charged with Disorderly Conduct, a third-degree misdemeanor, and Harassment, a summary offense, for her part in the incident.

Sibble was issued a non-traffic summary citation for a violation of the City Ordinance — Disorderly House, and released to self upon sobriety.

Upon conducting a property inventory of Reisinger’s purse, in accordance with department policy regarding prisoners, officers located a small amount of marijuana and drug paraphernalia.

An additional count of Possession of a Controlled Substance and two counts of Possession of Drug Paraphernalia were also filed against Reisinger.

She was subsequently arraigned before District Magistrate Patrick Lowrey and lodged in the Venango County Jail in lieu of $25,000.00 straight bail.
