Oil City Woman Charged After Young Children Found Wandering in the Middle of Street Held for Court

VENANGO CO., Pa. (EYT) – A local woman was held for court on Wednesday on felony charges from an incident where her two young children were found wandering in the middle of an Oil City street.

Court documents indicate the following charges against 25-year-old Brandy Nicole Bottles, of Oil City, were held for court on April 7:

– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 3 (two counts)

The charges have been transferred to the Venango County Court of Common Pleas.

Bottles remains free on $1,500.00 unsecured bail.

Details of the case:

According to a criminal complaint, Oil City Police responded to a report of two small children in the middle of Washington Avenue around 9:40 a.m. on March 8.

Police then made contact with the two children, one of whom was located inside of another residence, while the other child was standing on the road with a known witness.

The complaint notes the children are ages four and three.

After approximately a half-hour, police were able to locate the children’s mother, identified as Brandy Nicole Bottles, and she was taken to the Oil City Police station to speak with a Children and Youth Services (CYS) delegate, according to the complaint.

Bottles told police that the children had managed to exit her residence while she was sleeping. She also admitted the same thing had occurred the previous day, as well as multiple other times, the complaint states.

One of the children smelled strongly of urine and had a red rash on his stomach. When asked about the child’s bathroom habits, Bottles stated both children use the toilet, but the youngest is unable to reach it on his own and requires assistance, the complaint indicates.

Bottles was arraigned in front of Magisterial District Judge Matthew T. Kirtland at 1:20 p.m. on March 28.
