Oil City Woman Faces Charges for Stalking, Harassing Two Victims

OIL CITY, Pa. (EYT) — Criminal charges have been filed against an Oil City woman who allegedly followed and harassed two victims multiple times over the course of eight months.

Court documents indicate the Oil City Police Department filed criminal charges against 61-year-old Deborah Joanne Dunn.

According to a criminal complaint, on January 4, Oil City Police received a report from two known victims regarding ongoing harassment. The victims reported they had been harassed by Deborah Dunn from May 5, 2020, to January 4, 2021.

The complaint states the victims provided police with dates and times the harassment had taken place, as well as messages they had been receiving from Dunn and a video that showed Dunn approaching one of the victims in her vehicle, screaming and yelling at the victim and calling him names.

According to the complaint, the victims reported that on other occasions, Dunn had followed them in public places and had also parked outside the one victim’s residence and drove by the victim’s residence multiple times in a short period of time. Dunn allegedly drove by the residence beeping the horn on her vehicle, yelling obscene words at the victims, and raising her middle finger at them.

Police received two prior reports of harassment from the same victims and the conduct from Dunn has continued, making it a course of conduct, the complaint notes.

Dunn has allegedly harassed the victims by sending them messages and communicating to them in person under circumstances that have put the victims in emotional distress and fear of bodily injury, according to the complaint.

The following charges were filed against Dunn through Magisterial District Judge Andrew F. Fish’s office on January 19:

– Stalking — Repeatedly Communicate to Cause Fear, Misdemeanor 1 (two counts)
– Harassment — Communicate Repeatedly in Another Manner, Misdemeanor 3 (two counts)

A preliminary hearing is scheduled for 10:30 a.m. on March 24, with Judge Fish presiding.
