Police Apprehend Franklin Pair Accused of Mistreating, Stealing from Elderly Woman

SUGARCREEK BOROUGH, Pa.(EYT) – Police have apprehended two local individuals accused of mistreating and stealing from an elderly woman they were caring for in Sugarcreek Borough.

Court documents indicate 39-year-old Montice Marie Robinson and 38-year-old Steven Ray Bickel, both of Franklin, were arraigned on criminal charges in front of Magisterial District Judge Matthew T. Kirtland on Monday, November 21.

According to a criminal complaint filed on November 1 in Judge Kirtland’s office, Montice Robinson and Steven Bickel stated that they would provide care for a known elderly victim by feeding, clothing, cleaning, and caring for her. The victim reported that she had been left alone by Robinson and Bickel on multiple occasions.

The victim told investigators she had been left on the floor, in her bed, unfed, and in her house in soiled clothing for periods ranging from 12 to 36 hours, the complaint states.

The victim stated that at one point she attempted to contact Robinson and Bickel 30 times and could not get them to respond. The elderly victim stated she yelled until a neighbor heard her and came to help, the complaint indicates.

Investigators discovered that Robinson and Bickel had failed to care for the victim to the extent she had open sores, rashes, and other skin ailments, the complaint notes.

Most of the skin problems were in private areas not visible to police, but there was a large open unattended sore on the foot of the victim that was visible, according to the complaint.

The victim also reported that Robinson had moved her purse so she “could have more room when she was brushing her hair.” While the purse had been removed, Bickel then entered the room and removed $500.00, the complaint states.

The victim further told police that Robinson and Bickel had also taken the $50.00 in change that she kept for doing laundry, the complaint indicates.

In addition, Robinson and Bickel took the victim’s car and used it without being authorized. They had been expressly told “no” by the victim. They were also seen operating the vehicle after law enforcement had forced them to turn over the key to the victim’s car, the complaint notes.

Each defendant faces the following charges:

– Endangers the welfare of a care-dependent person for whom he is responsible, Felony 3
– Theft By Unlawful Taking-Movable Property, Felony 3
– Conspiracy – Endangers the welfare of a care-dependent person for whom he is responsible, Felony 3
– Conspiracy – Theft By Unlawful Taking-Movable Property, Felony 3
– Theft By Unlawful Taking-Movable Property, Misdemeanor 1
– Conspiracy – Theft By Unlawful Taking-Movable Property, Misdemeanor 1
– Driving While Operators Privilege Suspended Or Revoked, Summary

Both Robinson and Bickel were lodged in the Venango County Jail on $10,000.00 monetary bail each.

Preliminary hearings are scheduled for Wednesday, November 30, at 8:30 a.m., in Venango County Central Court with Judge Kirtland presiding.
