According to court documents, Franklin-based State Police filed criminal charges against 48-year-old Clay Allan Geib, of Oil City, in Magisterial District Judge Matthew T. Kirtland’s office on Wednesday, September 21.

State Police in Franklin were dispatched to Kwik Fill located at the intersection of U.S. Route 322 and State Route 257, in Cranberry Township, Venango County, for a report of a man beating a woman inside a parked car in the parking lot, according to a criminal complaint.

Upon arrival, troopers observed Clay Geib inside a white Dodge Durango, leaning over the driver, a known female. The car was running, but not moving.

A trooper went to the passenger side of the vehicle and attempted to open the door, which was locked. The trooper also observed the passenger side window open approximately halfway while Geib was climbing over the top of the victim and trying to lock the door, the complaint states.

Geib was ordered out of the vehicle, but he would not comply, the complaint indicates.

A trooper then reached inside the door and unlocked it before attempting to pull Geib out of the passenger side door.

Geib then kicked at the trooper multiple times, the complaint notes.

At this time, a trooper was able to open the driver’s side door, and the victim was able to escape, according to the complaint.

Multiple troopers then pulled Geib outside of the car and attempted to handcuff him. Geib resisted arrest but was finally able to be taken into custody, the complaint states.

He was arraigned at 3:50 p.m. on September 21 on the following charges in front of District Judge Patrick E. Lowrey:

– Recklessly Endangering Another Person, Misdemeanor 2
– Resist Arrest/Other Law Enforce, Misdemeanor 2
– Disorderly Conduct Hazardous/Physical Offense, Misdemeanor 3
– Public Drunkenness and Similar Misconduct, Summary

According to court documents, Geib has been deemed a flight risk, and therefore, bail was denied.

A preliminary hearing is slated for Wednesday, September 28, at 8:30 a.m., in Venango County Central Court with Judge Lowrey presiding.
