Oil City Man Faces Charges for Terroristic Threats Following Altercation With Woman

CANAL TWP., Pa. (EYT) – An Oil City man is facing Terroristic Threats and related charges following an altercation with a woman in Canal Township late Monday night.

According to Franklin-based State Police, the incident occurred around 11:25 p.m. on Monday, July 27, as the defendant, identified as 42-year-old Henry Lazarte Licaros, of Oil City, was observed waiting for the victim, a 49-year-old Oil City woman, as she was returning home from work to her residence located on Wood Road, in Canal Township, Venango County.

Police say Licaros followed the victim down the roadway to her residence and a verbal altercation ensued. When the victim denied Licaros access to her residence, he threatened to ram the residence with his vehicle to gain entry. When Licaros left the front porch and headed toward his vehicle, the victim fled her residence to her vehicle. The victim then left the scene in her vehicle and contacted 9-1-1 while driving to the city of Franklin.

Upon returning to the residence, Licaros did in fact ram the victim’s residence with his car.

Police say Licaros turned himself in to PSP Franklin on Wednesday, July 29, after a warrant for his arrest was issued.

He was arraigned at 10:17 a.m. on July 29 in front of Magisterial District Judge Matthew T. Kirtland on the following charges:

– Terroristic Threats W/Intent To Terrorize Another
– Harassment – Subject Other to Physical Contact, Summary
– Stalking – Repeatedly Commit Acts To Cause Fear
– Criminal Mischief – Damage Property, Summary
– Acc. Damage To Unattended Vehicle Or Property, Summary
– Damage Real Property By Oper Motor Vehicle, Summary

He is currently free on a $500.00 cash surety (10% of $5,000.00 monetary bail set).
